Today, local governments are under increasing financial burden. In such a difficult financial situation of local autonomous entities, the necessity of analyzing the finances and running the finances soundly and efficiently based on the results is further raised. The purpose of this study is to grasp the financial status of counties in Jeollabuk- do through the financial efficiency and fiscal soundness index. Moreover suggested that local governments should make efforts to manage their finances. As a result of the analysis, the strategies that need to be improved and focused on the financial management of each municipality have some differences. It seems that municipalities of Jeollabuk-do county generally need macro-efforts to improve financial operational problems such as integrated financial balance, local tax revenue ratio, and local subsidy ratio.

오늘날 지방자치단체는 자체세원 발굴의 어려움, 복지지출증가, 자치단체장의 선심성 투자사업 등으로 재정부담 정도가 심해지고 있다. 이와같은 지방자치단체의 어려운 재정상황에서는 재정을 분석하여 그 결과를 토대로 재정운영을 위한 방안제시가 더욱 절실하다. 본 연구는 이러한 점에 착 안하여 매년 실시되는 지방재정분석 결과 중 재정효율성과 재정건전성 지표를 통하여 전라북도 내 에 있는 군단위의 자치단체 재정상황을 보다 객관적으로 파악하고, 이를 통해 향후 지방자치단체에 서 재정운영을 위해 중점을 기울여야 할 부분들을 제시함으로써 재정상황의 개선을 가져오고자 하 였다. 분석결과, 각 자치단체별로 재정운영상에 개선하고 초점을 맞추어야 하는 전략들은 다소 차 이가 나타났지만, 전라북도내 군단위의 자치단체 공통적으로 통합재정수지, 지방세수입비율, 지방보 조금비율과 같은 재정운영상의 문제점들의 개선을 위한 노력 등은 거시적으로 필요한 것으로 나타 났다.
