With the rapid progress of globalization, the meaning of social integration has now become more complex, leaving integration among people of the same national background. In our case, there is no long history of social debate on foreign immigrant social integration programs, but there are already countries such as Germany, Australia, and France who are worried about the problem of social integration of foreign immigrants. In this study, we introduced the social integration policy ahead of us, discussed a lot of them, and tried to find out the policy implications by examining the case of Germany which operates the social integration program comparatively well. Germany is regarded as a country in which immigration history is not only longer than that of us but also operates immigration policies and social integration programs more reliably than we are. As a result, Germany is promoting a unified social integration policy at the federal level and encouraging migrants to participate in the social integration program in connection with the social integration program and application for entry and stay. Based on the results of this study, policy implications for the integration of migrants in governmental organizations are discussed.

세계화가 급속하게 진행되면서 이제 사회통합의 의미는 특정 국가의 동질적 배경을 가진 사람들 간의 통합을 떠나 훨씬 더 복잡한 양상을 띠게 되었다. 우리의 경우 외국이민자 사회통합프로그램에 대한 사회적 논의의 역사가 길지 않으나 이미 독일, 호주, 프랑스 등 우리보다 앞서 외국이민자 사회 통합문제를 고민해 온 나라들이 있다. 본 연구에서는 사회통합정책을 우리보다 앞서 도입하고 이를 위해 많은 논의를 진행하였으며, 비교적 모범적으로 사회통합 프로그램을 운영하고 있는 독일의 사 례를 살펴보고 그 정책적 시사점을 도출하고자 하였다. 독일은 이민역사가 우리보다는 길 뿐 아니라 이민정책이나 사회통합프로그램을 우리보다는 안정적으로 운영하고 있는 나라로 인식되고 있다. 분 석결과 독일은 연방정부차원의 통일된 사회통합정책의 추진하고 있으며, 사회통합프로그램과 입국 신청 및 체류 등과의 연계하여 이주민들로 하여금 사회통합 프로그램에의 참여를 독려하고 있었다. 이러한 연구결과를 바탕으로 정부조직의 이주민 사회통합에 있어 정책적 시사점을 논의하고 있다.
