When evaluating the policies the Korean government is promoting on foreigners including refugees, in order to see if those policies are desirable or good, it would be fair to say that they are undergoing a stormy voyage rather than a plain sailing, even though the goals of those policies are intended to achieve are clearly pursuing humanity. The concept of governance is ambiguous and arguable, but it can be defined as a distribution of the decision making authority from one view. The first principle for governance to have a small and efficient government carrying out the task is subsidiarity. The view that this subsidiarity principle is harder to settle in, with regard to the policies on foreigners and refugees than in other policy areas is supported by the case of Kimpo city government. The second governance principle is the citizen oriented participation. The goal of participation would be the policy making environment where the general citizen can express their opinion more actively. As other mechanism, it would be desirable to set up the refugee committee separatedly from the Ministry of Justice, as in the case in Canada, also it would be required to promote our refugee committee as an independent and permanent organization.

한국 정부가 추진하는 외국인 정책과 난민 정책은 바람직하며 좋은 것인지에 대한 평가를 할 때 외국인 정책과 난민정책의 목표지향은 뚜렷하고 많은 인간적 가치를 지향 하고 있음에도 순항보다 난항을 하고 있다고 본다. 거버넌스는 개념자체의 모호성이 존재 하며 논란의 여지가 있으나, 한 견해에 따르면 국가의 의 사결정권한의 분배 등으로 정의되고 있다. 작고 효율적인 정부가 과제를 수행하기 위한 원리 중 첫 번째 원리는 보충성이다. 보충성의 원리가 외국인 정책, 난민 정책에는 더욱 다른 분야보다도 정착 하기 어렵다는 것을 김포시 사례를 통해 뒷받침된다. 두 번째 거버넌스의 설계원리는 효율적이고 시 민 중심적인 참여이다. 참여성의 목표라고 함은 일반시민으로 하여금 더 적극적으로 의사를 표명할 수 있는 환경 조성이다. 그 외의 메카니즘으로 우리나라도 캐나다의 사례에서와 같이 난민 위원회를 법무부에서 독립된 별도의 위원회로 운영하는 것이 바람직하며, 조직화하고 상설화 할 것이 요청된다.
