Innovation system is one of useful economic policy which has many success stories, but it also has some critical dis-functions. Prior studies suggested the difficulty of mobilizing valuable knowledge and building the circulation system as the reasons of failures in the implementation of innovation systems. This study suggests the utilization of open source knowledge and communities as one successful solution for implementing innovation systems. Because the extensive knowledge which open source has accumulated can be used as the valuable resource for building innovation systems. Also open source communities can provide the social infrastructure transmitting new knowledge and the motivated agents who willingly participate the interactive learning. This study analyzes the industry-promoting policy of Matue city which has utilized the open source technology Ruby and its communities as the successful example of regional innovation system.

혁신체제는 다양한 연구들을 통해 그 성공 사례가 보고되고 있는 유용한 경제 정책의 하나이지만, 중요한 약점으로 인한 실패도 매우 빈번한 것도 사실이다. 기존 연구들은 이러한 실패의 주요한 원인이 새로운 지식을 유입하고 그 순환체제를 만드는 어려움에 있다고 분석하였다. 이 연구는 이러한 혁신체제 구현의 어려움을 극복할 수 있는 하나의 방안으로 오픈소스의 기술지식과 커뮤니티를 활용할 것을 제안한다. 오픈소스가 축적한 방대한 기술지식은 혁신체제의 구현을 위한 자원으로 활용될 수 있을 것이며, 오픈소스 커뮤니티는 새로운 지식을 전달하는 사회 인프라와 학습활동에 적극적으로 참여하려는 의지를 지니는 이들을 제공할 수 있기 때문이다. 이 연구는 오픈소스 기술인 루비를 활용한 마츠에 시의 산업부흥정책의 성과와 내용을 분석함으로써, 오픈소스의 기술지식과 커뮤니티를 활용한 지역혁신체제의 구현원리를 찾고자 한다.
