This article aims to propose major types and tasks for sustainable regional development projects in Northeast Asia after the UN Security Council’s Non-Proliferation Resolutions against North Korea. For this purpose, this article introduces effective promotion directions and major types for Northeast Asia regional development projects practicable under the Resolutions, points out some notable points in preparing and operating regional development projects after the Resolutions. In conclusion, the author makes some policy proposals necessary for sustainable regional development projects in Northeast Asia practicable under the Resolutions. This article argues that countries in Northeast Asia should not make passive policy to stop all kinds of exchanges and cooperation with North Korea because of the Resolutions, but develop actively positive policy for operating effective Northeast Asia regional development projects which might contribute substantially to the non-proliferation of weapons of mass destructions (WMD) and peaceful resolution of nuclear disputes.

이 글은 유엔 안보리 대북 비확산결의 이후 ‘지속가능한’ 동북아 지역개발 프로젝트의 주요유형과 과제를 제시하는 것을 주된 목적으로 한다. 이를 위해 먼저 안보리 대북제재 결의에 위반되지 않는 지속가능한 동북아 지역개발 프로젝트의 추진방향을 제시하고, 동 추진방향에 입각하여 지속가능한 동북아 지역개발 프로젝트의 주요유형을 분석하고, 동북아 지역개발사업의 추진에 따른 유의사항을 검토한 후, 마지막으로 동북아 지역개발사업의 성공적⋅지속적 운영을 위한 향후 과제를 간략히 제안하기로 한다. 동북아 국가들은 안보리 대북제재 결의 때문에 북한과의 모든 교류협력을 중단시키는 소극적인 정책을 지양하고, 북핵문제의 평화적 해결과 핵비확산에 실질적으로 기여할 수 있는 지속가능한 동북아 지역개발 프로젝트를 적극적으로 추진⋅운영하여야 할 것이다. 특히 정부당국과 기업들은 안보리 결의에서 명시적으로 허용되는 예외규정을 적절히 활용하고, 동북아 지역개발사업을 추진하기 이전에 대북제재위원회에 통보나 사전승인을 요구하는 규정들을 효과적으로 활용하여야 한다. 최근 북미정상회담과 남북정상회담의 진전에 따른 한반도 긴장완화 분위기를 동북아 지역개발 프로젝트의 확대로 연결시키기 위하여, 남북한 당국과 관련 국가당국 및 기업들은 동북아 지역개발 사업이 안보리 비확산결의에 위반되지 않도록 행정지도와 관리업무를 철저히 수행해야 할 것이다. 동북아 지역개발사업이 사업수행 과정에서 안보리 대북제재 결의를 위반할 경우 동 사업에 연류된 해당 기업과 금융기관은 미국의 대북제재 관련 국내법규의 역외적 적용에 따른 심각한 제재를 받을 수 있기 때문이다.
