Recognizing the significance of technoparks, researchers have investigated a variety of issues, but a significant gap of the existing literature is the lack of understanding about the performance determinants of technoparks. To address the limitation, this research focuses on the influece of the leadership quality on the public technopark performance. This research develops a leadership competency model for the public technoparks in Korea. Based on the case study of a higher-performance leader in Chungbuk Techno Park, this research suggests three crucial competences and conditions of the successful leaders, including the management skills for effective organizational operations, the boundary-spanning skills to construct external networks to obtain crucial resources, and the bottom-up approach for developing useful supporting programs. Highlighting the importance of leadership in the success of the public technoparks, this study provides critical policy implications for selecting, educating, and developing effective technopark leaders.

본 연구에서는 지역차원의 주목할 만한 경제적 성과를 창출하는 기관으로서 테크노파크의 리더십에 관한 연구를 수행하고자 한다. 본 연구는 공공기관인 테크노파크의 성과에 핵심 적인 요인으로서 리더에 초점을 두고 우수리더의 사례를 바탕으로 리더십 역량 모델을 개발하고자한다. 리더십 역량 모델은 공공 기관인 테크노파크의 성공적인 리더가 필요로 하는 자질과 조건을 이론적 그리고 실증적으로 개념화 하는 작업으로, 본 연구는 리더의 경영역량, 영역횡단 역량, 상향식 접근이 가지는 중요성을 제시하고자 한다. 본 연구는 정성적 연구방법으로 행동 사건 인터뷰(Behavior Event Interview)를 시행하여, 국내 테크노파크 리더 중 가장 성공적인 평가를 받은 리더에 대한 사례조사를 진행한다. 지방정 부 및 지역차원의 혁신역량의 강화가 중요시 되는 시점에서, 지역의 혁신거점기관으로서 커다란 역할을 수행하는 테크노파크의 리더십 연구는 지역성장을 견인하기 위한 혁신정책 에 중요한 함의점을 제시할 수 있다.
