This study seeks to manage performance history of government projects and programs throughout the entire process from the planning stage to services provision stage. More specifically it is to explore a life-cycle performance management system that can harmonize with the core project evaluation system initiated in 2018. Currently the integrated financial management information system, dBrain, has a module to keep its history, but it is not as much utilized as expected. This study proposes that performance indicators and goals should be recorded by dBrain when every procedures of financial management such as preliminary feasibility test, budget request, budget formulation, and implementation. In particular, after conducting quarterly inspection for the newly introduced core project management system, all the results and changes should be kept in record by dBrain. This measure would contribute to improving the performance of final service to the people. The current evaluation system assesses project performance when the settlement is made. However, services to the public often begin to be provided only after the expenditure has been settled. Therefore, required is the life-cycle performance management scheme that includes ex-post evaluations that have not been performed so far.

본 연구는 정부 사업의 성과를 사업기획 단계에서부터 국민에게 서비스를 제공하는 단계까지 일관되 게 관리하는 방안을 모색한다. 특히 2018년부터 시행되는 핵심사업평가제도와 조화를 이룰 수 있는 라이프 사이클 성과관리제도를 탐구하고자 한다. 현행 제도에서는 사업에 대한 결산이 이루어지는 때까지만 재정성과의 평가대상이다. 그러나 국민 에 대한 서비스는 지출 결산 이후에 비로소 제공되기 시작하는 경우가 많다. 따라서 지금까지 수행하지 않았던 사후평가(ex-post evaluation)까지 포함하는 라이프 사이클 성과관리제도가 필요하다. 이런 분석결과에 따라 본 연구는 제도개선 방안을 제안하는데, 핵심내용은 재정사업의 각 단계마다 통합재정정보관리시스템인 dBrain에 사업별 성과지표와 목표를 수시로 입력하여 이력관리를 대폭 강 화하는 것이다. 현재에도 dBrain은 이력관리 시스템을 내장하고 있지만, 실제 사용은 원활하지 않다. 그러므로 본 연구는 예비타당성분석 시점, 예산요구 시점과 예산확정 시점, 그리고 핵심사업관리제도 에 따른 분기별 점검 시점 마다 해당 사업의 성과지표와 목표 및 변동 사항을 계속 dBrain에 입력할 것을 제안한다.
