The purpose of the research is to develop indicators for evaluating utility of apprenticeship qualification. Currently, apprenticeship training programs are developed on the basis of 615 NCS-based qualification items, among which only 387 qualification items mainly in the sector of machinery, electrical and electronic, and IT are used for apprenticeship. Based on various literature on the evaluation of qualification utility, the effect and outcome of qualification, the draft of categories and indicators for evaluating apprenticeship qualification utility are designed. In order to establish utility evaluation system which is appropriate for apprenticeship qualification, a delphi survey was conducted twice targeting 43 experts in industry, academy, and research institutes, who have working experience related to qualification or apprenticeship. As a result of the survey, the direction for evaluating utility of apprenticeship qualification is set as 1) the improvement of apprenticeship qualification system, 2) the comparison of utility of apprenticeship qualification and national technical qualification, and 3) the improvement of apprenticeship qualification items. Also, 4 evaluation categories and 20 evaluation indicators are developed in this research. This research, as a fundamental research to give an idea of how to evaluate utility of apprenticeship qualification, is expected to contribute to improving apprenticeship qualification system and enhancing the quality of apprenticeship qualification items.

본 연구의 목적은 일학습병행 자격 효용성 평가 지표를 개발하는데 있다. 일학습병행 훈련 과정은 NCS기반 자격에 기반을 두고 개발되고 있으며, NCS기반 자격 종목 615개 중 주로 기계, 전기․전자, 정보통신 분야의 387개 종목이 일학습병행 훈련과정에 활용되고 있다. 본 연구에서는 자격 효용성 평가체계 관련 국내외 문헌을 포함한 다양한 자격의 효과 및 성과 관련 선행연구를 바탕으로 일학습병행 자격 효용성 평가 영역 및 지표(안)을 도출하였다. 문 헌연구에서 도출된 평가 지표 초안을 바탕으로, 일학습병행 자격에 적합한 효용성 평가체계를 마련하기 위해 자격 및 일학습병행 관련 업무 수행 경험이 있는 산업계, 학계, 연구기관, 교육 훈련기관 전문가 43명을 대상으로 델파이 조사를 실시하였다. 이러한 조사를 통해 일학습병 행 자격 효용성 평가의 방향을 일학습병행 자격 제도 개선, 일학습병행 자격과 국가기술자격 의 효용성 비교, 일학습병행 자격 종목 질 향상 등 3가지로 설정하였다. 또한 일학습병행 자 격 효용성 평가를 위한 4개 평가영역, 20개 평가 지표를 개발하고 평가 지표별 평가 방법 및 대상을 설정하였다. 이 연구는 일학습병행 자격 효용성 평가를 위한 기초 연구로, 향후 일학 습병행 자격 제도 개선과 일학습병행 자격 종목의 질 향상 등에 기여할 수 있을 것으로 기대 된다.
