As the right to protest rallies has been expanded and the atmosphere of holding peaceful rallies has been settled following the candlelight vigils in 2016, police are also seeking various ways to manage them. In this study, the police organization related to protest rallies in Britain, where individual freedom is valued and parliamentary democracy is developed, and related laws and police responses were spared. First of all, the British police did not have professional riot police or riot police, but after the 1984 mine strike, they established a nationwide reporting center and organized it organically at 52 regional police offices across the country and prepared a system to mobilize police immediately if necessary. Law related to protest rallies does not exist and deals with human rights laws and public order laws. The British police regard all rallies as peaceful ones, and their top priority is to persevere, prevent more widespread demonstrations and focus on dissolving protesters rather than arresting organizers. But they are sternly responding to illegal activities and the public is responding. The right to protest rallies has been expanded and guaranteed since the inauguration of the incumbent government, which was founded on candlelight vigils, while the police's response has become passive. The fact that the British police have guaranteed the rights of the rally and responded with patience, while strictly enforcing the law against illegal acts is very meaningful to Korea at this point. Although the method of assembly management by the British police cannot be applied as it is, we believe that a more mature demonstration culture can be established through reasonable social discussions based on historical background.

2016년 속칭 촛불집회를 계기로 집회시위에 대한 권리가 확장되고 평화적 집회 시위 개최 분위기가 정착되자 경찰에서도 스웨덴의 대화경찰관 제도를 도입하는 등 선진 집회시위 관리 방안을 다양한 형태로 모색 중이다. 이에 본 연구에서는 개인의 자유를 중시하고 의회 민주주의가 발달된 영국의 집 회시위 관련 경찰조직과 해당 법규, 경찰 대응에 대해서 살펴보았다. 우선 영국경 찰은 집회시위 관련 기동대나 전투경찰대 등의 전문 시위 진압부대를 두고 있지는 않았으나 1984년 광부파업을 계기로 전국보고센터를 구성, 전국 52개 지방경찰청 에서 경찰관을 유기적으로 조직하고 필요시 즉시 직원을 동원할 수 있는 시스템을 마련했다. 집회시위 관련 법규 또한 성문화된 단일 법규는 존재하지 않으며 인권 법(Human Rights Act 1998)이나 공공질서법(Public Order Act, 1986)으로 다루 고 있다. 영국경찰은 모든 집회를 평화적인 집회로 간주하며 경찰대응의 최우선과제는 인내하며 시위가 더 확산되는 것을 막고 주최자 체포 보다 시위대 해산에 중점을 두는 것이다. 그러나 불법행위에 대해서는 단호히 대응하고 있고 국민들 역시 이에 호응하고 있다. 촛불집회를 기반으로 탄생한 현 정부 출범이후 집회시위 권리가 더욱 확대․보장 되고 있는 반면 경찰의 대응은 소극적으로 변했다. 이에 영국경찰이 집회시위의 권리를 최대한 보장하고 인내심을 가지고 대응 하면서도 불법행위에 대한 엄정한 법집행을 하는 것을 현 시점에 우리나라에게 시사 하는 바가 크다. 영국경찰의 집 회 관리 방식을 그대로 적용할 수는 없으나 역사적 배경을 바탕으로 합리적인 사 회적 논의를 통해 한층 성숙한 집회시위 문화를 정착시킬 수 있을 것으로 본다.
