프랑스는 중앙집권적인 경찰 제도를 시행하고 있으며 또한 강력한 중앙집권적 경찰제도의 전형을 보여 주고 있는 국가 중 하나이다. 먼저 프랑스의 국가경찰을 살펴보면 국립경찰(Police Nationale)과 군인 경찰(Gendarmerie Nationale)로 나 누어지는 국가 경찰과 자치 경찰(police municipale)로 이루어져 있다. 현재 우리나라는 수사권 독립과 맞물려 노무현 정부에 뒤를 이어 문재인 정부에 다시금 지방분권 개혁의 의지를 보여 주고자 자치경찰제 확대 실시에 대한 논의가 뜨겁게 일어나고 있는 주요한 시점에 있다. 여기에 대륙법계 경찰 제도를 시행하고 있는 국가인 프랑스의 중앙집권적인 국 립경찰, 군인경찰과 함께 자치단체에서 운영하고 있는 자치경찰제도에 운영에 대 한 연구를 통해 우리나라에 실정에 맞는 자치경찰제도의 운영과 올바른 협력 관계 등을 생각해보는 계기가 되었으면 한다. 구체적으로 프랑스의 국가 경찰과 자치경 찰간의 분야별 유기적인 협력 활동을 살펴봄으로써 우리 경찰의 현안 중 하나인 자치경찰제도에 관한 이해의 폭을 넓혀 보고 우리나라 자치경찰제 발전에 도움이 되고자 한다.
