Why Cultural Heritage Matters in the Chinese, Japanese and Korean(CJK) Region

Today, unprecedented political tensions in East Asia engender serious and grave threats in the international society. Not only the ever-changing tensions among the Chinese, Japanese and Korean(CJK) regions, but also the North Korea’s threats against the United States have amplified the political tensions. In this circumstance, recently the United States withdrew from UNESCO where was responsible for coordinating international cooperation in education, science, culture and communication. What the US claims to withdraw was due to the organization’s “continuing anti-Israel bias” over the past few years and the newly listed World Heritage Site(WHS) in Palestine in 2017. The world heritage body is actually a tiny part of UNESCO in general, however, it influences greatly on the international society that is witnessed by the US’s withdrawal from UNESCO. Then why are the heritage related issues more than significant ever especially in the diplomacy? While the soft power concept was developed and introduced by Joseph Nye of Harvard University, the power of culture has been become very important. In terms of a strategy for Cultural Diplomacy, South Korea as a middle power has a great potential towards East Asian regions and the rest of the world in advance. Among the various types of culture, cultural heritage conveys national, regional, and groups’ identities. And due to the influences of the identity issue, cultural heritage becomes all the more important than any other types of culture. Moreover, the ‘irreplaceable’ and the ‘irrevocable’ characters of cultural heritage often become strong symbols and tools for the all the issues in international relations. Therefore, this study examines Heritage Diplomacy particularly, and the very historic base with its context in China-Japan-Korea region while investigating Heritage Diplomatic issues. In the CJK region, there has been subsequent distortion of history while locating the cultural heritage issues in the midst of the conflict. Thus, the study addresses South Korea’s Heritage Diplomacy strategy who has middle-power identity while answering the reason why South Korean Heritage Diplomacy needs to be developed. For securing these issues, the study also investigates the types of Heritage Diplomacy in the international society and analyses the conflict and distortion, so called the political war over the CJK region. Furthermore, the study seeks to an adequate position of South Korea in Heritage Diplomacy in order to balance between China and Japan where increase to gain global attentions including cultural heritage issues.

동아시아를 둘러싼 국제사회의 긴장감이 그 어느 때보다 고조되어 있다. 한ㆍ일ㆍ중 세 나라의 긴장뿐 아니라, 북한과 미국의 정치군사적인 갈등까지 겹치면서, 전에 없던 긴장감이 동아시아에 집중되고 있다. 이러한 상황에서 2017년 미국은 교 육, 과학, 인권, 그리고 문화 분야를 아우르는 국제기구인 유네스코를 탈퇴하였다. 이 배경에는 유네스코가 최근 팔레스타인의 한 문화유산을 세계문화유산으로 등재 시켰기 때문이라는 분석이 나오고 있다. 유네스코 내에서 문화유산 관련 업무는 아 주 작은 부분에 지나지 않지만, 이 문화유산과 관련된 영향력은 실로 엄청난 것으로, 유네스코에서 가장 큰 분담금을 부담하였던 미국 탈퇴의 원인이 되었다. 그렇다면 이렇게 국가 간의 소리 없는 전쟁을 만드는 문화유산이 왜 현재 한․일․중 3국의 외교 분야에서 문제가 되는 것일까? 문화가 각국의 외교정책에서 중요해진 시점은, 소프트파워 용어의 등장과 더불 어 시작되었으며 점차 그 중요성이 커지고 있다. 이러한 문화전략에 있어서 한국은 미들파워 국가로서 그 잠재력이 매우 크며, 향후 동아시아 지역 및 세계에 큰 영향력을 끼칠 것이라는 예측이 우세하다. 다양한 문화의 형태 중에서 특히 문화유산은 그 나라, 지역, 그리고 민족의 정체성을 보여주며, 이러한 측면에서 다른 문화 요소들 과 가장 크게 구분된다. 또한 대체할 수 없고, 돌이킬 수 없다는 문화유산의 고유한 특성으로 말미암아, 외교문제, 영토문제, 정치군사 문제 등 모든 문제가 있을 때마 다 상징적으로 등장하는 주제가 된다. 따라서 본 원고에서는 문화유산을 통한 한․일․중 세 나라의 소프트파워 전략 은 어떻게 발전되고 있으며 또한 문화유산을 통한 외교분쟁 및 왜곡은 어떠한 양상 을 보이고 있는지에 대해 보다 면밀하게 고찰 해 보고자 한다. 일본이나 중국보다 군사, 경제 등의 하드파워가 상대적으로 약하고, 북한이라는 무거운 숙제를 안고 있 는 한국은 향후 문화유산을 통한 어떠한 소프트파워 전략을 세워야 할지 또한 알아 보고자 한다. 이를 위해 본 원고에서는 문화유산을 통한 외교가 현재 국제사회에서 어떻게 행해지고 있는지 살펴보고, 나아가 한ㆍ일ㆍ중 세 나라에서 벌어지고 있는 문화유산을 둘러싼 왜곡 및 분쟁을 분석하여, 향후 한국이 동아시아 지역의 미들파 워 국가로서 취해야 할 관련 전략에는 어떠한 방법이 있는지 고찰 해 보고자 한다.
