This paper is written to shed a light on the denuclearization of North Korean nuclear weapons using the case of Ukraine nuclear disarmament. It intends to identify key issues to achieve expected results on North Korean denuclearization process as a result. For this purpose, it revisits the concept, theories and processes on denuclearization and compares the North Korean case with the Ukraine one. It provides several implications for South Korea in conclusion. There are some differences between Ukraine situation and North Korean one regarding denuclearization. North Korea developed its nuclear weapons on its own, while Ukraine was provided them by the USSR. North Korea has big allies such as China and Russia, whereas Ukraine did not. However, this paper found some implications for North Korean denuclearization. First, South Korea should ask North Korea to make a clear internal decision for its denuclearization before continuing further negotiation. Second, it should demand the transportation of North Korean nuclear weapons out of North Korea for the dismantlement. Third, it needs to pursue action-to-action implementation with North Korea based on value equivalence. Fourth, South Korea need to heed on North Korean domestic politics in order to prevent the resumption of North Korean nuclear weapons’ development.

본 논문은 우크라이나의 핵무기 폐기 사례로부터 북한의 비핵화에 관한 교훈을 도출하기 위하여 작성되 었다. 이를 위하여 비핵화의 개념, 이론, 과정을 정리하여 먼저 제시하고, 이에 근거하여 우크라이나와 북한 의 비핵화 사례를 비핵화 과정을 중심으로 비교한 후 한국에게 유용할 수 있는 몇 가지 함의를 제시하였다. 우크라이나는 핵무기를 소련으로부터 물려받았고, 북한은 스스로가 개발한 것이며, 우크라이나와 달리 북한에 게는 중국과 러시아라는 강력한 후원국이 존재하는 것이 다르다. 그럼에도 불구하고, 우크라이나의 사례는 북한의 비핵화에 유용한 몇 가지 교훈을 제시하고 있다. 즉 첫째는 북한이 내부적으로 먼저 핵무기를 폐기한다는 결정을 내리는 것이 필요하고, 핵무기의 해외반출이 매우 중요하며, 행동대 행동으로 신뢰를 강화하되 등가성을 유지해야 하고, 북한의 핵무기 개발 재개를 방지하기 위하여 북한 국내정치도 변화시켜야 한다. 북한의 비핵화가 어려움에 봉착할수록 다양한 사례로부터 교훈을 수집하여 개선책을 마련해 나가야할 것이다.
