In order to be recognized as a truly advanced country, Korea should enhance its international status in the field of health security and health diplomacy. This paper compares health security and health diplomacy in Korea and Japan and suggests the followings. (1) In order to properly address health security threats, it is essential not only to establish a central authority but also to comply with existing rules and regulations. (2) The organic relationship between the public sector and the private sector should be strengthened. (3) Political leadership’s understanding of health security and health diplomacy should be expanded. (4) Expertise in relevant civil society activists needs to be promoted through education and participation. Korea and Japan should expand cooperation in health security and health diplomacy to promote public health and contribute more to the international community despite difficult and sensitive issues between them.

국제사회에서 진정한 의미의 선진국으로 인정받기 위해서는 경제성장만으로는 부족하다. 글로벌 공공재 로서 보건안보와 보건외교 분야에서 국제적 위상을 높이기 위한 노력이 요구되며, 이를 위해 일본의 경험으 로부터 교훈을 얻을 필요가 있다. 보건안보와 보건외교에 관한 한일 비교를 통해 본 연구는 다음과 같이 주장 한다. 첫째, 보건안보 위협에 효과적으로 대응하기 위해서는 새로운 중앙집중적 기관의 수립뿐만 아니라 기 존의 관련 법규를 철저하게 시행하는 의지가 필요하다. 둘째, 보건 관련 공공부문과 민간부문 사이의 유기적 연계를 강화하여 기업의 참여를 확대해야 한다. 셋째, 보건안보와 보건외교에 대한 정치적 리더십의 이해가 뒷받침되어야 한다. 넷째, 보건분야에 대한 시민사회의 참여와 학습을 통해 전문성을 높여야 한다. 한일관계의 여러 난제에도 불구하고 시민건강에 직접적인 영향을 미칠 수 있는 보건문제에 대해서만큼은 양국간 교류, 협력, 공조를 보다 증진시키기 위한 노력이 요구된다.
