This paper looking at the North Korean Economy in the Kim Jong Eun Era and understanding the characteristics of reform and opening up in order to prospect its giving pathways. In chapter Ⅱ, we reviewed the economic situation of the Kim Jong Eun Era. The North Korean Economy is growing moderately, with the stabilization of the inflation rate and increasing the size of the external trade. In chapter Ⅲ, We will discuss the economic reform and opening policy of theKim Jong Eun Era. the main characteristics of North Korean economic reform and opening up is “the unique economic management method” and “establishment of the economic zone.” This chapter analyses how these policies ara being puesued and review their assessments and prospects. In chapter Ⅳ, it deals with characteristics of the Kim Jong Eun era’s economic management by the follwing orders: ① Institutionalization of coexistence of planning and markrt ② Keeping simultaneous development in the field of economy and national defense ③ Local manufacturing and emphasis on the science technologies. In addition, promoting an effective economic policy in part along with usage of the market segments at the official economic area and showing a favorable tendency in the external trade due to the expansion of trade between North Korea and China may contribute in a good economic condition in the Kim Jong Eun Era. In chapter Ⅳ, predicts that the current North Korea economy condition may consolidate a state-centered controlled economy under the international sanctions system. However, if denuclearization of North Korea has progressed abd lifted international sanctions, its reinforced planned economic policy will be weakened on the one hand, they will promote marketization and introducing foreign investments more actively sround the Economc Development Zone.

본 연구는 김정은 시대의 북한경제와 개혁･개방을 파악한 뒤 이를 토대로 북한경제가 나아가야할 방향을 전망하고 있다. 먼저 Ⅱ장에서는 김정은 시대의 경제현황에 대해 살펴보았다. 북한경제는 점진적인 경제회복과 과거 높았던 물가 상승률의 안정과 대외무역 규모가 급증한 것으로 나타났다. Ⅲ장에서는 김정은 시대의 경제개혁과 개방정책에 대해 살펴보았다. 북한경제개혁･개방의 핵심은 ‘우리식 경제 관리방법’과 ‘경제개발구설치’이다. 이 정책들이 추진되고 있는 상황과 평가와 전망에 대해 검토하였다. Ⅳ장에서는 김정은 시대의 경제운용의 특징으로 ① 계획과 시장의 공존 제도화 ② 경제력과 국방력 동시발전노선 지속, ③ 국산화와 과학기술 중시 등이다. 김정은 시대에 경제상황이 좋았던 것은 부분적으로 효과적인 경제정책을 추진한 결과와 더불어, 시장부문을 공식경제영역에서 효과적으로 활용했다는 점, 그리고 북･중무역 확대로 대외 무역이 호조를 보였다는 점에서 그 원인을 찾을 수 있다. Ⅴ장에서는 북한 경제가 국제사회의 대북제재 하에서 현재의 정책 기조에서 국가 중심의 계획적 통제경제로 변화 될 수 있음을 예상하였다. 그러나 북핵 문제가 해결되어 대북제재가 해제되면 제재에 따라 강화된 계획 중심의 경제 정책은 약화되고, 경제개발구를 중심으로 시장화와 외자유치정책이 보다 적극적으로 추진될 것으로 전망했다.
