Korean miliary decided to deploy THAAD against North Korean nuclear missile threats in Korean Peninsular in July 2016. However, THAAD deployment caused lots of controversies and conflicts domestically and internationally, unlike its original goal. In particular, conflicts between military and civilian about THAAD deployment have been very strong. Although there exist various causes of conflicts, lack of efficient policy communication seems to cause a considerable problem. Accordingly, this study aims to find out mutual understanding between military and civilian on policy communication about THAAD deployment. In particular, the study empirically analyzes mutual understanding of civilian and military on policy communication about THAAD deployment. The study found that there seemed to exist significantly different perceptions on policy communication about THAAD deployment between civilian and military. In other words, Agreement between civilian and military were found to be very low. There were also found to be very significant differences in Congruency between civilian and military on THAAD deployment issue. Finally, as for policy communication of THAAD deployment, military-civilian Accuracy was found to be very low, while civilian-military Accuracy was very high.

북한의 핵미사일 위협에 대처하기 위해 군은 2016년 7월 한반도에 사드배치를 결정했다. 그러나 사드 배치는 본래의 목적과는 달리 국내외적으로 많은 논란과 갈등을 야기 시켰 다. 특히 사드 배치를 둘러싼 군과 민의 갈등도 매우 컸다. 갈등 요인은 다양하지만, 특히 효율적인 정책 커뮤니케이션의 부재도 큰 요인으로 지적되고 있다. 이에 본 연구는 군과 민을 중심으로 사드 배치에 대한 정책 커뮤니케이션 인식을 살펴보고자 했다. 특히 상호 지향성 모델을 적용하여 군과 민간의 사드배치 관련 정책 커뮤니케이션에 대한 상호 이해 도를 측정하고자 했다. 분석결과, 사드배치 정책커뮤니케이션에 대한 군과 민의 인식 차 이는 매우 큰 것으로 나타났다. 또한 민의 인식과 민이 추정한 군의 인식에도 큰 차이가 있 었으며, 군의 인식과 군이 추정한 민의 인식에도 큰 차이가 있는 것으로 나타났다. 마지막 으로, 군이 추정한 민의 인식과 실제 민의 인식도 큰 차이가 있었으나 민이 추정한 군의 인 식과 실제 군의 인식 간에는 차이가 없는 것으로 나타났다.
