Despite the recent efforts to stabilize the economy through the development of high-tech industries, climate change is becoming more frequent in preparation for the pace at which society develops. This is a rebuttal to the increase in uncertainties in the disaster environment, which is threatening national security, including greater impact from disasters, diversification of disaster patterns and secondary damage. In addition, disasters should be directly linked to the survival of the nation and society, and should minimize the damage caused by disasters by preparing for fires, disasters, and crimes. To achieve this, the government should apply the ICBMS through the analysis of big data and intelligent information technologies such as IoT (Internet of Things), big data, CCTV, and AI to prevent accidents and disasters.

최근 첨단 기술산업의 발전과 함께 국가경제발전을 통하여 경제적 안정을 위하여 힘쓰고 있으나 사회가 발전하는 속도에 대비, 기후변화는 갈수록 잦은 이상기후를 보이고있다. 이는 재난환경의 불확실성 증가로 융복합화, 입체화되면서 재난으로 인한 영향도 대형화되고 재 난유형의 다양화와 2차적 피해로 다양화 등 국가 안전을 위협하고 있다는 반증이다. 아울러 재난은 국가 및 사회의 존망과도 직결되며 화재, 재난사고, 범죄 등 철저한 대비 를 통해 재해로 인한 피해 최소화, 사회적 안정을 도모하여야 한다. 이를 위해서는 IoT (사 물인터넷), 빅데이터, CCTV, AI 등의 4차 산업혁명 기술의 재난 안전시설 및 설비 등 지 능정보기술과 빅데이터 분석을 통한 ICBMS을 재난안전관리 전 과정에 적용하여 사고나 재 난으로부터 인간․사회․경제․환경 피해 등을 최소화는 등 첨단기술변화에 능동적으로 대 처하는 국가 재난안전관리가 선행되어야 하겠습니다.
