This paper suggested wage-related scheme of total pay-receipt system in the taxi industry in order to promote implementing that system which was legislated but has been not implemented in reality. Based on the result of the project that Jeonju city hall ordered with the intent as this paper’s objective and my project team accomplished, this paper has the characteristics of case study by using literature review, interview and questionnaire survey and is exploratory policy-making study in the situation that previous study which is based on theoretical framework of the wage is not existed. After examining social characteristics of the taxi industry, the characteristics of total pay-receipt system, implementing reality and the problem of sanabgum system and wage-related conditions of the taxi industry in Jeonju city, this paper designed wage-related scheme of total pay-receipt system including working pattern, basic working time, items of wage, basic wage, performance-based wage, retirement allowance system, managerial scheme of insincere laborer with considering each perspective of employer and laborer to embody the intent of total pay-receipt system. lastly this paper forecasted conditions of total pay-receipt system and suggested the task of related subjects that is related with the result of forecast.

이 글은 오래전 법제화되었으나 현실에서 시행이 되지 않고 있는 전액관리제의 시행을 촉진하려는 목적으로 전액관리제 특히 전액관리제에서의 월급제의 내용인 임금관련방안을 제시하였다. 이 글은 전주시 택시업에 대해 문헌연구와 자료분석, 면담 및 설문조사를 수행한 사례연구의 성격을 갖고 있으며, 택시업의 임금에 관한 이론적 틀에 근거한 기존연구가 없는실정에서 탐색적 정책연구이다. 먼저 택시업의 사회적 성격과 전액관리제의 성격을 정리한 후 사납금제의 운영실태와 문제점 그리고 전주시 택시업의 임금관련 주요 여건을 검토하였다. 이상의 검토결과를 토대로 하여 전액관리제 특히 전액관리제에서의 월급제의 내용인 임금관련 방안으로서 근무형태, 소정근로시간, 임금항목, 기본급, 성과급, 퇴직금제도, 불성실근무자관리에 관하여 사용자와 노동자의 입장을 고려하면서 전액관리제의취지를 구현하도록 설계하였다. 마지막으로 전액관리제관련 조건사항들에 대해 전망하고 이와 관련된 과제들을 제시하였다.
