The purpose of this study is to examine changes in local newspapers’ contents and publishing system caused by the public funds for local press based upon the special law for supporting development local press. So. this study set the subject of study ; what is the main trends of changes in their contents and works of local newspapers. For these questions, this study analyse the 113 cases of practice which reported in ‘local press conference’ during 2014-2016. As a result, this study confirm that the public funds for local press affect and boost affirmatively in local newspapers’ editing and management. First, the content and style of journalism in local newspaper becomes more diverse due to the public funds: Regarding the contents, there are examples of monitoring and checking the administration of local-government, in-depth report of the issues for the local community, and exploring the history and culture of the community. In terms of style of journalism, local newspapers shows a change that introduces storytelling and interactive journalism formats away from text-oriented articles. Second, there is a change in the production of local newspapers based on the participation of residents in connection with the project to support local public opinion. Third, local newspapers boost their recognition through local community campaign which contribute local society, and try to shift their business for competitive power and independent based on public funds for local press. Fourth, the contents and format of the 'Newspaper in Education(NIE)' implemented in the public interest are also changing. Fifth, local newspapers are seeking multidimensional changes in their system operations such as diversification of content platforms, reorganization of organizational structure, collaboration and alliance, and diversification of profit structure. In short, local newspapers show various changes in newspaper production and management based on Local newspaper support system.

이 연구의 목적은 지역신문발전지원특별법에 의한 기금 지원사업이 지역신문에 어떠한 변화를 추동하고 있는지, 그리고 지역신문 변화의 내용은 무엇인지 검토하는 것이다. 이에 이 연구는 지역신문발전기금 지원사업과 연관되어 지역신문 변화의 내용과 경향은 어떠한가라는 연구문제를 설정했다. 그리고 2014년부터 2016년까지 3년 간 ‘지역신문 컨퍼런스’에서 발표된 113개 사례들을 분석했다. 분석 결과, 지역신문들은 지역신문발전기금 지원사업을 토대로 신문제작 및 신문사 운영 등 여러 부문에서 변화를 보여주고 있음을 확인했다. 첫째, 저널리즘의 형식과 내용이 다양화되었다. 저널리즘의 내용적 측면과 관련, 지역행정의 감시와 견제보도 사례, 지역사회의 현안 이슈를 제시하고 심층적으로 전달하는 사례, 지역사회의 역사문화를 기획기사로 발굴하여 지역문화 콘텐츠로 전환하는 사례가 보여지고 있다. 저널리즘의 형식적 측면에서도 기존의 텍스트 중심의 기사쓰기 방식에서 벗어나 스토리텔링, 인터랙티브 형식을 도입하는 변화를 보여주고 있다. 둘째, 기금 지원사업의 지역 여론 활성화 지원 영역과 연관되어 주민 참여를 바탕으로 하는 지역신문 제작이라는 변화가 보여지고 있다 . 셋째, 지역신문이 주관하거나 주도하는 지역공동체 캠페인 활동이 진행되고 있다는 것도 변화의 하나이다. 넷째, 공익활동 차원에서 시행되어 왔던 신문활용교육(NIE)의 내용과 형식 역시 변화되고 있다. 다섯째, 지역신문들은 콘텐츠 플랫폼 다원화, 조직구조 재정비, 협업과 제휴, 수익구조 다각화 등 신문사 운영과 관련 다차원적인 변화를 모색하고 있다. 요컨대 지역신문들은 지역신문발전기금 지원사업을 토대로 신문제작 및 신문사 운영 등 여러 부문에서 변화를 보여주고 있었다.
