The memory and history of the Vietnamese Boat People have been shaped as monuments and memorials in the public spaces of major cities around the world and are still underway. There are divergences in image and text messages conveyed by statues and inscriptions engraved on these Vietnamese Boat People Monuments. However, they all play a role in conveying memory to those who lost their lives in the South China Sea and gratitude to humanitarian touch to Boat people. The surprising phenomenon of seeing the Vietnamese Boat People Monument in so many cities, and the fact that these Vietnamese Boat People Monuments contains complicated and meaningful political and cultural implication require a more thorough analysis. Among these, the Vietnamese Boat People Monument with mother and child figures is to be examined in this paper. The special reason for the Vietnamese Boat People Monument with the motif of mother and child is that it has aesthetic elements, emotional appeal and universality. The Mother in the memorial space is a symbol of love, dedication, and faith. It is also the symbol for expressing the greatest hope for the child, seeking the best for the child, acting for it. She represents the mother country of Vietnam and the history of Vietnam. Her child is overseas Vietnamese and also express the future. Through the refugee mother and child image, we can see the trauma and aspiration of the former Vietnamese boat people. We also can understand their effort to secure cultural identity with the declaration of recognition of the former Vietnamese Boat People who are scattered among culturally very different world cities. The Vietnamese Boat People Monuments in Ottawa, Brisbane, Paris, and Santa Ana is centered around the Mother and Child statue. This article focuses on the Boat Peoples Monument in Ottawa and Brisbane.

본 논문은 캐나다와 호주에 있는 베트남보트피플 기념비들 그 중에서도 특히 모자상을 주요 구성부분으로 하고 있는 오타와와 브리즈번의 베트남보트피플 기념비들을 중심으로 논지를 전개한다. 넓게는 캐나다와 호주, 좁게는 오타와와 브리즈번의 베트남보트피플 기념비들과 베트남인공동체를 직접 비교의 대상으로 삼은 이유는 여러 가지 공통점 때문이다. 여러 형상의 기념비들 중에서도 모자상을 선택한 이유는 무엇보다도 모자상의 어머니는 희생을 표상하는 더할 나위 없는 알레고리라는 점에서 비롯된다. 희생은 집단 정체성을 창조해내는 놀라운 힘을 가지고 있다. 관련 시당국과 베트남인공동체의 아카이브와 신문잡지를 주요 자료로 이용하여 이전 베트남난민의 정체성을 이루는 ‘자유’, 4월 30일, 남베트남기가 가지고 있는 상징성과 그 발전 양태를 본다. 이를 위해 2장에서는 캐나다 오타와 난민모자상의 언어적 형상적 메시지를 분석하고 이를 건립한 주체들이 체현해 내고자 했던 정체성과 역사상을 분석한다. 또한 난민모자상을 통해 성공적으로 드러낸 정체성 요소들이 어떻게 자유여정일법과 보트피플박물관 프로젝트를 통해 발전하는지를 보며 미시소거와 몬트리올에 있는 베트남보트피플 기념비를 소개한다. 3장에서는 오타와의 케이스를 염두에 두고 비교적인 시각에서 호주 브리즈번 베트남보트피플 기념비의 형상과 의미, 기념비 건축과정에서의 베트남인공동체와 시정부의 역할과 관계, 보트피플아카이브의 활동을 드러내고 시드니, 멜버른, 퍼스에 있는 베트남보트피플 기념비를 소개한다. 베트남보트피플 기념비는 공식 베트남역사에 대한 대항기억의 기록이라는 점, 베트남역사와 사회의 다양성에 공헌하리라는 점에서 긍정적이다. 또한 다민족사회의 다른 구성원들에게 문화적인 정체성을 표현하도록 힘이 되며, 현재의 보트피플 즉, 해상난민에 대한 관심을 촉구하는 데에도 일정한 역할을 하고 있다.
