The purpose of this paper is to evaluate the waterworks service of Busan Metropolitan City from the viewpoint of sustainable development including the four aspects of economic efficiency, environmental conservation, social justice, and institutional consistency. So economic sides, environmental sides, social sides and institutional sides of the waterworks project were considered and evaluated qualitatively and quantitatively. I found that social sides and institutional sides of the waterworks project were evaluated badly considering economic sides and environmental sides. Firstly, waterworks services were economically inefficient because of excessive facilities and low rate of water charge. Secondly, the quantity of tab water taken in from the river was enough for the citizens, but the quality of the surface river water was so bad from the environmental point of view. Thirdly, I found that social integration was not easy to all citizens because the disagreement between the pros and cons of Gijang seawater desalination project. Fourthly, I also found that institutional inconsistency around related actors made them hesitate to accept water policy of Busan Metropolitan City. In conclusion, I suggest that Busan Metropolitan City should consider more about social justice, policy consistency, and acceptance of the related actors rather than economic efficiency and environmental protection for the sustainable development of the waterworks service. I also suggest that the policy for getting safe and clean water from the water dam should be proceeding from the environmental point of view.

본 연구에서는 부산광역시 상수도사업의 지속가능한 발전을 위한 경제, 환경, 사회, 그리고 제도적 측면의 지속가능발전지표를 구성하여 지속가능성을 체계적으로 평가해보았다. 부산광역시 상수도사업의 경우 경제적인 측면에서는 적정 유수율의 확보가 이루어져서 전국 평균 이상의 지속가능성을 나타내고는 있지만, 적정 가동률은 미흡하여 여전히 낭비적인 부분이 많은 것으로 나타났다. 환경적 지속가능성은 100% 급수보급률 덕분에 이수안전도와 치수안전도가 상당하게 높은 수준이기 때문에 전국 평균 수준이지만, 세부적으로 들여다보면 유독물질 오염사고 등 심각한 수질관리 문제를 안고 있었다. 사회적 측면에서 볼 때 수도요금은 공평하지만, 기장해수담수화 수돗물 논란 때문에 사회정의 측면에서도 심각한 문제를 노정하고 있었다. 특히 제도적인 측면에서 부산광역시 지방상수도사업과 관련된 다수 부서의 정책조율이 어렵고, 제도와 정책이 뚜렷한 이유 없이 일관성을 상실하면서 수용성이 낮았기 때문에 지속가능성 평점이 가장 낮은 것으로 평가되었다. 이러한 분석결과를 바탕으로 부산광역시 상수도사업의 지속가능한 발전을 위한 정책과제를 제시하면 다음과 같다. 첫째, 경제적 측면에서 적정 가동률을 확보하고, 지속적인 기반투자를 위한 재정적 안정성 확보를 위해 상수도요금의 현실화가 시급함을 제안했다. 둘째, 환경적 측면에서 이수안전도와 치수안전도가 상당하게 높은 수준이지만, 안정적인 수질 확보를 위해서 광역상수원인 댐 용수 확보를 늘이고 하천표류수의 이용은 줄여나가는 정책이 필요함을 제안했다. 셋째, 사회적 측면에서 기장해수담수화사업 갈등으로 인한 사회통합을 저해하는 요소가 상당 부분 존재하기 때문에 사회통합을 위한 노력이 지속적으로 요구됨을 제안했다. 넷째, 상수도 사업 주체들의 수용성을 제고하기 위해서는 예측가능성이 높은 정책을 일관되게 추진하는 정책조율이 요구됨을 제안했다.
