A gradual evolutionary economic reform process has transformed China from a centrally planned economy to a decentralized market based economy over the past three decades. The implementation of economic reforms in the early 1980s has brought China to enhancing integration with economies worldwide. Particularly, the foreign exchange administration controls have been alleviated, which led to growth of foreign trade and capital inflows. China’s foreign exchange policy has experienced several historical formation steps, passing through a single official rate regime to dual track rate regime and lastly to market based managed floating regime. Due to considerable efforts of Chinese government, starting from October 2016, renminbi is served as an international reserve currency. It became obvious by looking through the SDR basket that the Chinese renminbi, the Japanese yen and the British pound have undergone nearly the same path and in the revised basket have nearly the same weights. This research attempts to find implications for China, by analyzing the experience of foreign exchange reforms of Japan and U.K. in SDR basket group.

중국은 지난 30년 이상 점진적 진화를 통한 경제 개혁으로 중앙 정부 계획경제에서 지방 분권 시장경제 체제로 탈바꿈하게 되었다. 중국의 1980년대 초기 경제개혁 시행은 지구촌 경제통합 강화의 단초 역할을 하였다. 특히 중국 정부가 외환 관리 통제를 완화함으로써 중국 내 외환 거래와 자본 유입이 늘어나게 되었다. 그동안 중국은 여러 번의 획기적인 조치, 즉 단일환율제도에서 이원환율제도를 거쳐 외환 정책으로 시장 기반 관리변동환율제도를 채택하게 되었다. 이러한 중국 정부의 지속적인 개혁의지와 노력에 힘입어 위안화가 마침내 2016년 10월부터 국제준비통화 지위를 확보하게 되었다. 중국 위안화의 특별인출권 구성 통화 편입 이후 특별인출권 바스켓 편입 비율에 따르면 중국 위안화와 일본 엔화 및 영국 파운드는 똑같은 경로를 밟아 변경된 통화 바스켓 내 거의 비슷한 수준의 비중을 차지하고 있다. 이에 본 연구는 특별인출권 바스켓 통화국인 일본과 영국의 외환 정책 개혁 경험을 살펴봄으로써 향후 중국 외환 정책의 입안과 시행 방향에 대한 시사점을 제시하고자 한다.
