Max Weber focuses on the issue of power and domination as the key subject in his political theory, and provides with a conceptual basis for historical and empirical studies. Particularly, his argument on the types of domination – traditional, charismatic and rational domination – has had a profound impact on social sciences in general after the 20th century. But interpretations on his theory of dominance are divided into 2: One follows the tradition of conflict theory, while the other does that of consensus theory. They do so, fundamentally because the relationship between coercion and legitimation of power remains ambiguously in his theory. This study suggests that Weber equally emphasizes on both coercion and legitimation in dominance with his understanding of the relationship between them, even if his understanding is not explicitly expressed. In this perspective, this study endeavors to shed light on how Weber understands combined dynamics between coercion and legitimation of power. In the process, one will find that administration(Verwaltung), as a practice intermediating the combination between coercion and legitimation, holds a key position in his political theory.
