This study is sought to explore the integrated structure and characteristics of the planning and implementation elements of the Grand Paris Project. As a result, the planning elements of the Grand Paris Project first began with an attempt to change the administrative structure with respect to facilitate communication and integration. Secondly, establishment of legislation for the deregulation paradigm was made. Thirdly, establishment and operation of cooperated organization was carried out to ensure diversity and professionalism. On the other hand, the implementation elements are firstly done to secure the flow of improvement and changes through revision and establishment of a new transportation network. Secondly, Grand Paris Project placed in efforts to characterize the locality and secure its identity through various open contests. Thirdly, it showed to pursue eco-friendly environment. Through these results, it could be interpreted in a way that through social integration relationship, the Grand Paris Project is ultimately pursuing to build a city environment such that individual’s life could be happier. Considering various practical problems of Seoul and other cities in South Korea, the relationship between the central and local governments, population decline, changing values and environment, the characteristics of the Grand Paris Project are significant in contribution.

본 연구는 그랑 파리 프로젝트의 계획과 실행요소가 지닌 통합적 구조와 특성을 밝혀 보고자 하였다. 이를 위해 그랑 파리 프로젝트의 주요 내용인 프로젝트의 목표와 진행 과정, 참여기관과 지역프로젝트를 연구범위로 설정하였고, 연구 자료는 프랑스의 정부기관 홈페이지와 파리도시설계연구원의 연구 자료를 통해 수집하였으며, 문헌연구와 전문가 인터뷰를 통해 연구하였다. 그 결과, 그랑 파리 프로젝트의 계획요소는 첫째, 소통과 통합을 위해 행정조직의 변화를 시도하였고, 둘째, 탈규제 패러다임을 위해 법안 제정하였으며, 셋째, 다양성과 전문성이 확보되도록 유관기관들을 설립 운영하였다. 한편, 실행요소는 첫째, 교통망 신설과 개선을 통해 발전과 변화의 동맥 확보하고자 하였고, 둘째, 다양한 공모전 등을 통해 지역의 특성화와 정체성을 확보하려고 노력하였으며, 셋째, 친환경을 추구하는 것으로 나타났다. 이상과 같은 결과들을 통해 그랑 파리 프로젝트는 사회적 통합관계구축을 통해 궁극적으로는 개개인의 삶이 행복할 수 있도록 도시환경을 구축해 주는 것으로 해석할 수 있었다. 우리나라의 서울과 수도권이 지닌 다양한 현실적 문제, 중앙정부와 지자체의 관계, 인구감소와 변화하는 가치관, 그리고 환경 등을 고려해 본다면 그랑 파리 프로젝트의 특성들이 시사하는 바가 크다.
