Due to the literary tensions regarding the style and the contents between so-called ‘Nehemiah memoir’ in Nehemiah 1-7 and 11-13 and Nehemiah 8-10, the latter is generally regarded as a redactional insertion according to the diachronic analysis. This paper operates a synchronic reading and argues that the events in Nehemiah 8-10 are the natural consequences of Nehemiah’s leadership and the culmination of his ministry: Nehemiah was dispatched as a Persian governor for the rebuilding of the wall, however, even during the course of the building project his ministry was expanded to solve the socio-economic problems with an ad hoc measure in favor of the poor. His leadership of self-sacrifice was the decisive factor of the prompt completion of the wall and encouraged the people of Israel to make a covenant and propound the Law for the social and cultic reform measures before the dedication of the Wall. Moreover, their covenant and reform based on the Law became the ground of Nehemiah’s further measures. As a result, the ‘restoration of the House of God’, which was declared by the Edict of Cyrus, is finally achieved by the people of Israel in the Nehemiah’s time.

느헤미야 8-10장은 느헤미야 회고록이라 불리는 1-7장, 11-13장과 양식적으로 내용적으로 이질적이라서 통시적 읽기에 따라 흔히 문학적 편집의 결과로 간주된다. 그러나 본 연구는 공시적 읽기를 적용하여 이 석 장에 기술된 사건을 느헤미야의 리더십의 당연한 결과이며 그의 사역의 절정으로 주장한다. 페르시아 총독으로 파견된 느헤미야의 주요 사역은 예루살렘 성벽 중수였지만 이에 제한되지 않고 느헤미야는 그 와중에 불거진 사회 경제적 문제를 해결하는 데 앞장서 약자를 위한 임시법을 제정하기에 이른다. 자발적 희생에 기초한 느헤미야의 리더십은 단기간에 성벽이 완공되는 결정적 요인이 됨은 물론 백성의 자발적인 율법 낭독 및 준수, 나아가 율법 제정을 통한 사회 및 성전 개혁을 추동한다. 뿐만 아니라 백성의 서원과 개혁은 느헤미야의 다음 개혁의 기초가 된다. 느헤미야의 성벽중수와 사회개혁으로, 또 백성의 서원과 개혁으로 느헤미야 시대는 고레스 칙령 이후 시작된 페르시아 유다(예후드)의 ‘하나님의 집’ 재건을 완성하기에 이른다.
