This paper analyzes the industrial policies of the three dominant countries in automobile manufacturing: Korea, China, and Japan. We investigate the policy contents, their differences across countries, the underlying reasons for these differences, and the effects on the development of automotive industries in each of the three countries. Our main findings are summarized below. First, regarding policies on foreign capital, Japan achieved auto parts localization early on using international technology cooperation, but excluded direct investment of foreign capital. Korea made technological advances from international cooperation, but did not make much progress in joint investment with foreign capital. China, on the other hand, has made a significant amount of joint investments, thanks to the government’s open door policy and enthusiastic multinational corporations. Even though the short-term results are widely viewed as negative, we consider them promising in long-term. Second, while the concentration policies failed in Japan due to strong resistance from the existing auto assemblers, they were successful in Korea by the decisive execution of politicians and bureaucrats. In China, the fast-growing market prevented effective execution of concentration policies.

이 글은 세계적인 자동차 강국으로 부상한 한·중·일 3국의 자동차산업정책에 대해서, 자동차산업정책의 구체적 내용은 무엇이며 그 내용에는 어떠한 차이가 있고 그 차이의 원인은 무엇이며 또 이들 자동차산업정책들이 각 국가의 자동차산업발전에 어떠한 영향을 주었는지를 분석하고자 하였다. 분석 내용을 요약하면 다음과 같다. 첫째, 외국자본에 대한 정책에 관련하여, 일본은 외국자본과의 기술협력을 통해 부품국산화 목표를 조기에 달성하는 성과를 거두었으나 외국자본의 직접투자는 배제하였다. 한국의 경우 외국 자본과의 기술협력 부문에서는 많은 기술도입계약이 이루어졌지만 합작투자 부분에서는 큰 성과를 내지 못했고, 중국은 정부의 개방정책과 다국적기업의 적극적 자세로 활발한 합작투자가 이루어졌는데, 그 성과에 대해서는 부정적인 시각이 많으나 장기적인 안목에서 보면 긍정적인 것으로 판단된다. 둘째, 완성차업체에 대한 집약화 정책에 관해서는, 일본의 경우 기존의 완성차업체들의 반발로 집약화 정책은 실패로 돌아갔고, 한국의 경우 정치인 및 행정관료들의 강력한 집행으로 성공적으로 이루어졌으며, 중국의 경우 급속한 시장의 확대로 집약화 정책이 효과적으로 집행이 되지 않았다.
