The purpose of this study is to suggest the improvement plan for safety management of beaches in Korea. The purpose of this study is to suggest the improvement plan for safety management of beaches in Korea. For this purpose, previous researches related to beaches were analyzed and laws related to safety management of domestic beaches were reviewed. In addition, we analyzed the cases of safety management at domestic and overseas beaches, and found out the types of safety accidents and risk factors in beaches. As a result, safety accidents in the beach were defined as drowning and drifting, and 14 risk factors affecting these accidents were derived. A questionnaire survey was conducted on safety managers in beaches. As a result of the analysis, it was found that among the risk factors, height of wave, swell, current, rip current, history of disease and drinking. In order to improve the safety management of the beach, we proposed revision of relevant laws, strengthened management of safety accident statistics, transfering the authority for safety management, introduction of risk assessment system for beaches, and expansion of safety information service.

이 연구의 목적은 우리나라 해수욕장 안전관리 제고를 위한 개선방안을 제시하는데 있다. 이를 위해 해수욕장 관련 선행연구를 분석하고 국내 해수욕장 안전관리 관련 법률을 검토하였다. 그리고 국내외 해수욕장 안전관리 사례를 분석하고 해수욕장에서 발생하는 안전사고의 유형과 위험요인을 도출하였다. 그 결과 해수욕장 안전사고는 익수와 표류로 정의하였고 이들 사고에 영향을 미치는 수심, 파고, 너울성 파랑, 수온, 조류 및 조석, 이안류, 풍향 및 풍속, 해파리쏘임, 연령, 성별, 음주, 수영미숙, 병력(病歷) 14개 위험요인을 도출하였다. 이들 위험요인을 대상으로 국내 5개 지역(부산, 전남, 충남, 강원, 제주) 해수욕장 안전관리 실무자를 대상으로 설문조사를 실시하여 중요 위험요인(파고, 너울성 파랑, 조류, 음주여부, 병력(病歷) 등)을 식별하였다. 그리고 해수욕장 안전관리 제고를 위하여 관련 법률의 개정, 안전사고 통계관리 강화, 안전관리 주체 이관, 해수욕장 위험도 평가제도 도입, 안전정보제공서비스확대 등을 개선방안으로 제시하였다. 이 연구는 향후 해수욕장의 안전관리체계 수립에 기초자료로 활용될 수 있을 것이다.
