The purpose of this study was to examine factors influencing working poor in order to find an alternative to the labor rights promotion measures of the disabled with paid workers. This research examined the determinants of working poor, which threatens the right to survival, and verified the relationship between working conditions of the disabled with people, especially irregular workers, and working poor. The subjects of this study were 657 wage workers with disability extracted from the data of the 8th Panel Survey by Korean Employment Agency for the Disabled in 2015, and the factors influencing relative poverty (demographic, health, human resources, employment-related characteristics) were analyzed using SPSS 21.0 for descriptive analysis and logistic regression analysis. The results showed that age, marital status, occupational capacity and required certificates, and employment status(regular or irregular) are factors affecting the relative poverty of the disabled with paid workers. In addition, it was found that the irregular workers were more affected by the health status relatively, and in the case of human resources, the factors influencing the relative poverty presented that there was a difference between regular and irregular workers. Based on the research findings, this study revealed that factors affecting the working poor of disabled with paid workers are not only limited to the individual level but are related to working conditions such as employment status. Future research is needed to identify the factors affecting the relative poverty of working people with disabilities in various working conditions and social environment.

본 연구의 목적은 장애인 임금근로자의 노동권 증진방안에 대한 대안을 모색하고자 근로빈곤에 영 향을 미치는 요인을 검증하는 것이다. 생존권을 위협하는 근로빈곤의 상태에 이르게 하는 결정적인 요 인을 살펴보고, 그 중에서도 장애인 임금근로자의 고용형태, 특히 비정규직이라는 노동 조건과 근로빈 곤의 관계를 고찰하였다. 연구대상은 2015년 한국장애인 고용촉진공단에서 실시한 ‘제8차 장애인 고용패널조사(2015)’ 데이 터에서 추출된 임금근로자 657명이었고, 상대적 빈곤에 영향을 미치는 요인(인구통계, 건강, 인적자원, 고용관련특성)을 검증하고자 SPSS 21.0을 이용하여 기술분석 및 로지스틱 회귀분석을 실시하였다. 연구결과 연령과 결혼상태, 직업능력과 자격증 보유여부, 정규직 여부가 장애인 임금근로자의 상대 적 빈곤에 영향을 주는 요인으로 나타났다. 또한 비정규직이 상대적으로 건강상태에 영향을 더 받는 것으로 나타났고, 인적자원의 경우는 상대적 빈곤에 영향을 주는 요인이 정규직과 비정규직 간에 차이 가 있음을 보여주었다. 이 연구는 장애인 임금근로자의 근로빈곤에 영향을 미치는 요인이 개인적 차원에만 머무르지 않고 고용형태와 같은 노동조건과 관련이 있음을 드러냈다. 향후 장애인 임금근로자의 상대적 빈곤에 영향 을 미치는 다양한 노동조건과 사회적 환경의 영향요인을 밝혀내는 후속 연구가 필요하다.
