There is a fierce debate going on in all walks of life about korean desirable alternative service to korean military service after korean constitutional court made a decision to order legislation about alternative service to korean military service related to conscientious objection against forcible korean military service 2018.6.28. Therefore, ministry of Defence has announced the legislation about korean prison alternative service against forcible korean military service 2018.12.28. Therefore I asserted my original critical view about legislation about korean prison alternative service after introducing diverse arguments on an issues about alternative service to korean military service related to conscientious objection by all walks of life. I showed my original opion about new views which exisisting arguments on an issues about alternative service and ministry of Defence on legislation about korean prison alternative service have passed over and asserted desirable improvements about prison alternative service legislation by ministry of Defence. In conclusion, I asserted my original view about prison alternative service idealogy which was involved welfare , democratic, effective, and balanced prison alternative service ideology through the interdisciplinary method.

헌법재판소가 2018년 6월 28일에 양심적 병역거부사건과 관련하여 이를 대체복무에 관한 입법을 주문하는 결정을 내리게 되자 정치권과 시민단체 등을 포함한 각계에서 대체복무제의 방향에 대한 치열한 논쟁이 진행되고 있다. 정부도 2018년 12월 28일 교정시설에서 대체복무를 하게 하는 대체복무법률안(교정대체복무법률안)을 입법예고하였다. 따라서 본 논문에서는 헌재의 결정 이후 진행되고 있는 대체복무제의 주요 쟁점에 대한 논쟁을 소개하고 난 뒤에 이에 대한 독창적 비판을 기술하였다. 아울러 정부의 입법예고안의 내용과 문제점 및 개선방안을 제시하여 기존의 논쟁들과 정부의 입법예고안이 간과한 새로운 관점과 내용을 제시하고 특정종교의 대체복무로 인하여 개신교적 입장에서 과학적 교정선교의 필요성을 제시하였다. 결론으로 교도소 대체복무제도의 나아갈 방향으로 복지적 교정대체복무이념, 민주적 교정대체복무이념, 생산적 교정대체복무이념, 균형적 교정대체복무이념과 그 실천방안을 학제적 접근으로 독창적으로 제시하였다.
