This study analyzes the network of local NGOs and their roles in disaster governance, viewing local NGOs as significant actors that can contribute to the improvement of local resilience. This study has two major findings. Local NGOs as advocates and as regulators are influential in their network and appeal for the investigation of causes of the disaster, pressing the government through social and political condolence activities. Local NGOs as service providers, which is less influential in their network, act as mediators and thus contribute to vitalizing the disaster governance in Ansan by the following three ways: ① coordinating volunteers and linking local institutions and resources to the victims and the local residents, ② organizing social and political condolence rites, and ③ alleviating local conflicts. This study is mainly based on a case study including archival research, social network analysis, and in-depth interview.

이 연구는 지역 NGO들을 재난 대응 거버넌스에서 중요한 행위자로 보면서, 안산시 지역 NGO들의 중재자로서의 역할을 분석한다. 분석 결과, 네트워크 내에 서 영향력이 큰 지역 NGO들은 옹호형 NGO들과 규제형 NGO들이며, 이들은 사 회적·정치적 애도 의례 실행을 통해 참사의 원인 규명을 국가와 사회에 호소하고 압박하는 역할을 실행했다. 반면에 네트워크 내에서 영향력은 크지 않았지만, 피 해 지역에 위치한 서비스 제공자형 NGO들은 자원봉사자 코디네이팅과 지역 기 관 및 자원 연계, 사회적·정치적 애도 의례 실행, 알선자로서 갈등 완화 등과 같 은 중재자 역할을 담당하면서, 안산 재난 거버넌스를 작동시키는 데 기여했다. 본 연구는 사례 연구법에 입각해 문헌연구, 네트워크 분석, 심층면접을 실시했다.
