This paper aims to critically review Choi Byung-Doo’s works exploring the application of the network city concept as a strategy to overcome uneven development through the recent empirical studies. Choi emphasized the need for administrative and political practices that can lead to substantial cooperation between cities in order for network cities to function effectively. However, despite the critical approach to the limitations of the network city theory, he considered the normativity of the network city as a goal to be aimed at, and still reserves the conclusion about what is the desirable structure of the network city. Through critical reviewing the three components of network city (size similarity, flow evenness, network economy as an alternative to agglomeration economy), this paper argues that the network city should be treated as a object of verification because the effects of each factor depend on the spatio-temporal contexts. However, Choi’s argument that cooperative governance in the network city theory should be considered as hegemonic governance reveals the power and political attributes inherent in the network and draws considerable theoretical progress when combined with empirical analysis of the effects of network cities.

이 논문은 불균등 발전의 극복전략으로서 네트워크 도시 개념의 국내 적용방안 을 탐색한 최병두의 저작들을 최근의 실증적 연구결과를 통해 비판적으로 검토하 는 것을 목적으로 한다. 최병두는 네트워크 도시가 작동하기 위해서는 도시 간 실 질적인 협력을 이끌어낼 수 있는 행정이나 정치적 실천이 필요함을 강조하였다. 하지만 네트워크 도시 이론의 한계를 비판적으로 접근하고 있음에도 불구하고, 그 는 네트워크 도시의 규범성을 검증의 대상이 아닌 지향해야 할 목표로 인식하면서 여전히 무엇이 바람직한 네트워크 도시의 모습인지에 대한 결론을 유보하고 있다. 본 논문에서는 네트워크 도시를 구성하는 세 가지 요소들(규모 유사성, 흐름의 균 등성, 집적경제의 대체제로서 네트워크 경제)을 최근의 실증적 연구결과를 바탕으 로 비판적으로 재검토함으로써 시공간적 맥락에 따라 각 요소의 효과가 달라질 수 있기 때문에 네트워크 도시에 함의된 규범성은 검증의 대상이 되어야 한다고 주장 한다. 하지만 네트워크 도시 구현을 위한 협력적 거버넌스를 헤게모니적 거버넌스 로 이해하는 최병두의 주장은 네트워크에 내재된 권력과 정치적 속성을 잘 드러내 고 있으며 네트워크 도시의 효과에 대한 실증분석과 결합될 때 상당한 이론적 진 전을 이끌어낼 수 있다.
