This paper attempts to critically read Choi Byung-Doo’s political-economic analysis of cities and regions. The object of review is the analysis of Korean urban space production and uneven regional development conducted by Choi Byung-Doo, and the criteria for review is the integration of place characteristics and logical consistency to explain the concrete reality of Korea with capital accumulation logic. The political- economic analysis of Choi Byung-Doo urged the epistemological shift of space problem as social process beyond physical phenomenon, but there are some disappointments as to whether the unique spatio-temporal nature of Korean capitalism has been clarified. The analysis that applied the abstract theory of spatial political economy did not capture the characteristics of Korean spatial envuronment, and the analysis emphasizing the characteristics of place did not consistently lead to the logic of capital accumulation. I argue that there is a need to pay attention to the developmental neoliberalization in order to grasp the current spatio-temporal nature of Korean capitalism. It is necessary to analyze the unique neoliberalization in Korean cities and regions, that is, the state intervenes in the market to activate the capital investment, and the capital strengthens the accumulation by dispossession with utilizing this contradictory situation.

이 논문은 최병두의 정치경제학적 도시와 지역분석에 대한 비판적 읽기를 시도 한다. 비평의 대상은 최병두가 실시한 한국의 도시공간 생산과 지역불균등발전에 대한 분석이고, 비평의 기준은 한국의 구체적 현실을 자본축적 논리로 설명하기 위한 장소의 특수성과 논리적 일관성의 통합이다. 최병두의 정치경제학적 분석은 공간 문제를 물리적 현상을 넘어 사회적 과정으로 바라보는 인식론적 전환을 촉구 했지만 한국 자본주의의 독특한 시공간성을 명확하게 규명했는지에 대해서는 몇 가지 아쉬움이 남는다. 공간정치경제학의 추상적 이론을 그대로 적용한 분석은 한 국 공간환경의 특수성을 포착하지 못했고, 장소의 특수성을 강조한 분석은 일관된 자본축적의 논리로 이어지지 못했다. 필자는 한국 자본주의가 가지고 있는 독특한 시공간성을 파악하기 위해 최병두가 제시했지만 아직 정교하게 다듬지 않은 발전 주의적 신자유주의에 주목해야 한다고 주장한다. 한국의 도시와 지역에서 나타나는 독특한 신자유주의화, 즉 국가가 자본투자를 활성화하기 위해 시장에 개입하고 자본이 이 모순적 상황을 활용해서 탈취에 의한 축적을 강화하는 과정을 구체적으 로 분석할 필요가 있다.
