This paper recognizes export marketing boards, duty-free shops and hub ports as an export industry. Then the paper constructs a general model of competition that can be applied to derive optimal competition policy for export marketing boards, duty-free shops and hub ports. By competition policy we mean the determination of the number of licenses to operate firms in the export industry. The paper shows that the socially optimal number of firms is smaller than the free-entry equilibrium number of firms. The socially optimal number of firms also turns out to be smaller than the number of firms suggested by Mankiw and Whinston (1986). An increase in the share of domestic consumption proves to increase the optimal number of firms. The optimal number of firms is also shown to be a non-decreasing function of the share of domestic supply.

본 논문은 수출산업에 대한 최적 경쟁정책을 도출한다. 논문은 먼저 수출 마케팅보 드, 면세점 및 허브 항구가 수출산업으로서의 공통점을 지니고 있음을 파악한다. 이어 서 이들 산업에 대한 최적 경쟁정책을 도출하는데 활용할 수 있는 일반모형을 구축한 다. 본 논문에서 경쟁정책이란 수출산업에서 사업을 영위할 수 있는 기업의 수를 정하 는 정책을 의미한다. 본 논문은 사회후생을 극대화하는 최적 기업 수는 자유진입 상태 에서의 기업 수보다 적음을 보인다. 또한 최적 기업 수는 Mankiw and Whinston (1986)이 제시하는 기업 수보다 적음을 보인다. 국내소비 비중의 증가는 최적 기업 수를 증가시키는 것으로 나타났다. 또한 최적 기업 수는 국내공급 비중의 비감소 (non-decreasing) 함수로 나타났다.
