After the collapse of the Soviet Union, some cities of Russia are rebuilding their regional identity by reviving historical symbols and cultural heritage, while others are transforming itself into a tourist city by creating new symbols and images. Changes in the city are accompanied by changes of the cityscape. One of the cities where have took place the most noticeable changes is Yoshkar-Ola of the Republic of Mari El. What makes this city unique in the transformation of the Russia’s ordinary provincial cities is that the city landscape has been totally renewed due to the active initiative of this Republic’s head and his personal preference rather than considering the city’s political and economic development or harmony with the historical heritage. The newly completed cityscape has given a distinctive urban brand such as ‘Venice of Volga-Ural regions’ and ‘Europe of Volga-Ural regions’ to Yoshkar-Ola, which has not had a concrete image in Russia. The city’s new appearance is can be used as a important city asset, even if there are some conflicting reactions because of new buildings and symbols that are not related to the city’s history and culture. The formation of the new city image resulting from the change of cityscape can also affect the regional identity and the development of city.

소련 붕괴 이후 러시아 지방 도시에서는 크고 작은 변화가 일어났다. 어떤 도시들은 역사적인 상징을 되살리고 문화유산을 끄집어내며 지역정체성을 다시 구축하는가 하면, 다른 도시들은 새로운 상징을 창조하며 관광객을 유치함으로써 도시재정 확립에 나서고 있다. 도시의 변화는 도시 경관의 변화와 함께 이뤄지고 있다. 도시를 대표할 수 있는 동상들이 소비에트 지도자 동상들을 대신하기 시작했으며, 역사적 건물과 장소가 복원되거나 아예 새로운 건물들이 등장하였다. 러시아 지방에서 도시 경관의 변화가 가장 뚜렷하게 이뤄진 곳 중의 하나로 마리 엘 공화국의 요시카르-올라를 들 수 있다. 이 도시를 러시아 지방 도시들의 변화에서 독특한 사례로 꼽을 수 있는 것은 공화국 수장의 적극적인 주도로 도시 경관이 완전히 새롭게 바뀌었으며, 이 과정에서 도시의 전반적인 개발이나 장기적인 정치경제적 발전, 혹은 역사유산과의 조화를 고려하기보다는 수장의 개인적인 취향이 우선되었다는 데 있다. 새롭게 완성된 도시 경관은 그동안 러시아 내에서 별다른 이미지를 갖지 못했던 요시카르-올라에 ‘볼가-우랄 지역의 베네치아’, ‘볼가-우랄의 유럽’이라는 도시 브랜드를 부여했다. 요시카르-올라의 새 모습은 도시 고유의 역사와 문화와 상관없이 러시아 대도시나 유럽의 유명 건축물들을 따라했다는 점에서 엇갈린 반응을 받고 있음에도 다른 도시와는 분명히 차별화된 도시 이미지를 형성하는 데 결정적인 역할을 했다. 이러한 도시 경관의 변화로 형성된 새로운 도시 이미지는 지역정체성과 도시 발전에도 영향력을 미칠 수 있다. 요시카르-올라의 변화는 러시아 여러 지방 도시들의 발전 양상을 관찰하고 전망하는 데 있어 흥미로운 사례라고 할 수 있다. 이런 점에서 러시아에서 정치적으로나 경제적으로 그 의미가 미미한 한 지방일 뿐이었던 이곳이 도시 경관의 획기적인 변화를 계기로 앞으로 어떻게 발전하게 될지 지켜볼 필요가 있다.
