This paper discusses the structure of the Rajin-Khasan Project that North Korea and Russia have jointly pursued and South Korea’s choice in relation to the project. North Korea and Russia have been establishing a bilateral cooperation environment. North Korea designated the Rajin-Sonbong Zone as the Rason Special Economic Zone since a long time ago. Russia developed its far-east region and established a new port in North Korea’s Rajin, claiming the positive effect of a two Koreas-Russia cooperative project to the South Korean government. Russia is significantly interested in the Rasan-Khasan Project. Russia already completed the construction of the Rasan-Khasan railways and the reconstruction of Rajin Port, and is now pushing for a tripartite cooperative project. Under the Moon Jae-In Administration, the relations between the two Koreas have become closer, and South Korea’s participation in this project has emerged as one of the major issues. To realize this tripartite joint project of the Rajin-Khasan Project, the South Korean government needs to positively resolve the issue of the UN Security Council’s sanctions against North Korea.

The Chara본 글은 러시아가 북한과 함께 준비해 온 라진-하산 프로젝트의 구조 와 이에 따르는 한국의 선택 문제를 다룬다. 그동안 북한과 러시아는 양자협력 환경을 구축해 왔다. 북한은 이미 오래 전부터 나진과 선봉지 역을 나선경제무역지로 설정해 놓고 있다. 러시아는 자신의 극동지역 개발과 이에 필요한 새로운 항구를 북한의 나진 지역에 조성해 놓고 있으며, 남·북·러 패키지 협력사업의 긍정적인 효과를 한국 정부에 주 장해 왔다. 러시아는 라진-하산 프로젝트에 많은 관심을 갖고 있다. 나진·하산 철도연결 및 나진 항 개건 사업을 이미 마무리했고, 남·북·러 3자 협 력사업으로의 전환을 준비해 오고 있다. 문재인 정부가 출범하게 되면 서 남북관계가 가까워졌고, 한국이 동일 프로젝트에 참가하는 문제가 현안의 하나로 제기되고 있다. 3자 협력사업인 라진-하산 프로젝트의 현실화를 위해서는 한국정부가 UN안보리의 북 제재 문제를 긍정적으 로 해결해야 한다
