The purpose of this study is to examine how the audio description service for the visually impaired can be provided in various fields such as movies, exhibitions and performances. As a result of the analysis, our court considers that the multiplex movie theater should provide audio description service for the legitimate convenience of the visually impaired based on the current Act on Disability Discrimination and its enforcement ordinance. Experts agreed that the amendment of the Act on Persons with Disabilities requires the provision of an obligation to provide convenience services such as video commentary services to movie and video companies in the Anti-Discrimination Act. However, there were differences in the revision of the Act on the Promotion of Film and Video Act and the Promotion of Cultural and Arts Act. Especially, the opinions of the representatives of the Film Promotion Committee and the people of the blind were urged to be careful. And the Cultural Arts Promotion Act seemed to start to discuss the revision based on the experience after the discussion about the movie video method. Experts view on how to activate the audio description service is based on the following criteria: ‘expanding professional staff', ‘improvement of awareness of access service', ‘expanding the scope of users', ‘establish communication mechanisms between related organizations', ‘constant monitoring system’, ‘amendment of related laws’. Experts agree that activation of audio description service will lead to expansion of related industries. This can be expected to have positive effects such as the creation of jobs through the spread of new cultural industries. However, since the commercialization of indiscreet commercialization may lead to deterioration of the quality of the audio description service, a method of securing the quality level of the audio description service should be considered. The Audio description service can be useful not only for the visually impaired but also for those who want to use visual information as auditory information. Therefore, it is necessary to promote public awareness so that the audio description service can be recognized as a new type of content access method. For this, various studies should be supported.

본 연구는 시각장애인을 위한 화면해설서비스가 영화, 전시, 공연 등 다양한 분야에 서 제공되기 위한 법리적 논의와 활성화 방안을 고찰하였다. 분석 결과, 우리 법원은 현 행 장애인차별금지법과 그 시행령을 근거로 멀티플렉스 영화관이 시각장애인의 정당한 편의를 위하여 화면해설서비스를 제공해야하는 것으로 보고 있었다. 전문가들은 장애인 관련법의 개정에 관하여, 장애인차별금지법에 영화 및 비디오물사업자가 화면해설서비 스 등의 편의서비스 제공하도록 의무조항을 개설하는 것이 필요하다는 데 일치된 의견 을 보였다. 그러나 영화비디오법과 문화예술진흥법 개정에 있어서는 이견이 존재했으 며, 특히 법안발의는 신중해야한다는 영화진흥위원회 담당자와 법안 마련이 시급하다는 시각장애인연합회 담당자의 의견이 상충하였다. 문화예술진흥법은 영화비디오법에 대 한 논의가 선행된 후, 그것을 바탕으로 개정 논의를 해야 할 것으로 나타났다. 화면해설 서비스 활성화 방안에 대하여 전문가들의 견해는 ‘전문 인력 확충’, ‘접근서비스에 대한 인식개선’, ‘화면해설 콘텐츠 이용대상자의 범위 확대’, ‘관련단체 간의 소통기구 신설’, ‘상시적 모니터제도’, ‘관련 법령의 개정’으로 압축되었다. 전문가들은 공통적으로 화면 해설서비스의 활성화는 관련 산업분야의 확대를 이끌 것이라고 보았다. 이는 새로운 문 화산업의 확산으로 일자리 창출과 같은 긍정적인 효과를 기대할 수 있다. 그러나 무분 별한 상업화로 인하여 화면해설서비스의 품질저하를 낳을 수 있으므로 화면해설서비스 의 질적 수준을 담보할 수 있는 방안이 함께 고려되어야할 것이다. 화면해설서비스는 시각장애인뿐 아니라 시각적 정보를 청각적으로 이용하고자 하는 이들에게 유용할 수 있으며, 두 가지 이상의 일을 동시에 하는 멀티태스킹 시간에 소비할 수 있는 오디오 콘텐츠로도 부상할 수 있다. 따라서 화면해설서비스가 새로운 형태의 콘텐츠 접근방식 으로 인정될 수 있도록 전사회적인 인식개선을 위한 홍보가 필요할 것이며, 이를 위하 여 다양한 측면에서의 연구가 뒷받침되어야할 것이다.
