This study, which investigated factors affecting service quality of social workers at a community welfare center in response to rapidly-changing social welfare environments, placed the primary target of research at offering basic data to enhance service quality. The secondary target of the study was to explore the implications for factors whereby society as a whole must pay attention to those social workers to improve the clients' satisfaction that tends to become more varied and complicated than ever. The study had following findings. Firstly, as a result of investigating service quality differences depending on sociodemographic characteristics, there turned out differences according to age and marital status. Secondly, emotional labor had a positive effect on service quality of those social workers. Thirdly, empowerment had a positive effect on their service quality. Based on these findings, the study suggested as below. First, enhancement of service quality of social workers at a community welfare center requires periodical mentoring programs by senior social workers. Second, boost of their emotional labor requires education on their identity as a social worker in the first place. Third, strengthening of their empowerment needs to provide systematic supervision through supervisors.

본 연구는 급변하는 사회복지환경에 대응하여 사회복지관 사회복지사의 서비스 질에 영향을 미치는 영 향 요인을 검증하여 서비스 질 향상을 위한 기초자료 제공하는 것을 일차적인 목적으로 하였다. 그리고 점 차 다양하고 복잡해지고 있는 클라이언트의 만족도를 증진시키기 위해 사회복지기관 사회복지사에게 관심 을 기울여야 할 요인에 대한 시사점을 탐색해 보는 것을 이차적인 목적으로 하였다. 첫째, 인구사회학적 특성에 따른 서비스 질 차이 검증에서 연령과 혼인에서 차이가 있는 것으로 나타났 다. 둘째, 사회복지관 사회복지사의 서비스 질에 감정노동이 정적인 영향을 미치는 것으로 나타났다. 셋째, 사회복지관 사회복지사의 서비스 질에 임파워먼트가 정적인 영향을 미치는 것으로 나타났다. 이상과 같은 연구결과를 바탕으로 다음과 같이 제언한다. 첫째, 사회복지관 사회복지사의 서비스 질 향상을 위해 선임 사회복지사들과의 정기적인 멘토링 프로그램이 필요하다. 둘째, 사회복지관 사회복지사의 감정노동을 높이 기 위해서 우선, 사회복지사의 정체성에 대한 교육이 필요하다. 셋째, 사회복지관 사회복지사의 임파워먼트 강화를 위해 슈퍼바이져를 통한 체계적인 슈퍼비전이 제공되어야 한다.
