This study developed the water industry index to be used for the overseas expansion of the water resource industry in Korea and examined its applicability. We investigated the domestic and foreign water resources indicators that have been previously developed, examined the detailed items and purposes of each indicator, and then selected the detailed indicators for three types of water industry: watershed development industry, water supply and sewerage industry and alternative water resource industry. We created a water industry index for each country using the detailed indicator items. When comparing the calculated water industry indexes across the continent, the indexes were generally estimated high in Africa and Asia while those in Europe were low for all industrial types. As a result of this study, we provided information that can help Korean water resources company establish their overseas strategy and determine priorities based on an objective and quantitative evaluation of water industry in a target country.

본 연구에서는 국내 수자원산업의 해외진출을 위해 대상국의 종합적인 여건을 평가하여 타당성을 검토할 수 있는 물산업지수를 개발하고 적용성을 검토하였다. 기존에 개발된 국내⋅외 물 관련 지표 를 조사하고 각 지표의 세부항목, 목적 등을 검토하여 물산업 유형에 따른 세부지표항목을 선정하였 다. 세부지표항목은 유역종합개발산업, 상하수도산업, 대체수자원산업의 3가지 산업유형별로 선정 하였으며, 이러한 지표항목을 바탕으로 지수화 하여 국가별 물산업지수를 산정하였다. 연구결과, 대륙별 비교 시 아프리카와 아시아대륙이 대체로 각 산업유형의 지수가 높게 산정되었으며, 유럽의 경우 모든 산업유형의 지수가 낮게 산정되었다. 본 연구의 결과로 국내 수자원기업의 해외진출 전략 수립에 있어서 국가별 수자원산업에 대한 종합적인 여건을 객관적이고 정량적으로 평가하여 우선순 위를 결정할 수 있도록 글로벌 수자원 취약성에 대한 정보를 제공하고자 한다.
