The purpose of this study was to explore in depth the experience of the families of Sewol Ferry disaster victims in using social work disaster services. The network of 10 welfare centers called “Woori Hamkae” is a representative social welfare organization that has been supporting victims’ families in the Ansan area after the sinking of the Sewol Ferry. An in-depth interview was conducted at their secretariat with a total of 10 recommended family members of Sewol Ferry victims including six parents and four siblings in order to examine their experience in services offered by “Woori Hamkae”. A qualitative content analysis was conducted to identify three themes and seven subthemes. The three identified themes include “the collapse of daily life, a broken heart and a closed mind”, “being respected as the agency of recovery”, and “self-help and recovery”. On the basis of the results of this study, some practical policy recommendations were proposed on how social work should be practiced in disaster situations.

본 연구는 세월호 참사 유가족의 사회복지재난지원서비스 이용경험을 심층적으로 탐색하는 데 목적 이 있다. 안산지역 10개 종합사회복지관이 네트워크 방식으로 조직한 ‘우리함께’는 세월호 참사 후 안산지역에서 유가족을 지원한 대표적인 사회복지재난지원서비스 조직이다. 본 연구는 유가족의 우리함께 이용경험을 연구하기 위해 우리함께 사무국에서 유가족 부모 6명, 형제자매 4명 등 총 10명을 추천받아 심층면접을 실시하였고, 연구방법은 질적 내용분석을 적용하였다. 연구결과, 총 3개의 범주, 7개의 하위범주가 도출되었는데, 그 내용을 살펴보면 다음과 같다. 첫 번째, 일상이 무너 지고, 온 마음이 상하고 닫힘: ‘재난으로 무너져 내린 일상과 배제’, ‘국가의 무능과 이중적 태도에 의심과 울분이 쌓임’, 두 번째, 회복의 주체로 존중받음: ‘진심을 다하는 꾸준한 모습에 마음이 열림’, ‘연대와 회복의 장(場); 서로를 위로하고 공감을 나눔’, ‘곁에서 동행하며, 아는 척 하지 않고, 스며들 듯 세심하고 충분하게 도와줌’, 세 번째, 자조와 회복: ‘외적 힘이 생김’, ‘내적 힘이 생김’ 등 이다. 이러한 연구결과를 토대로 재난상황에서의 사회복지실천이 어떻게 이루어져야 할 것인지에 대한 실천적⋅정책적 제언을 제시하였다.
