Organizational design intentionally changes structure and functions of the department, can be structurally or functionally organized assuming that the organization evolves. In this study, First, the characteristics of organizational design is selected on a base frame, it means that is selected the departments depending on the size and is rearranged according to function. Then the size is set as four criteria and the function are categorized into eight types, based on precedent study. The purpose of this study is to determine the changing trends of the size and the relation between the size and the function of the police organization. The following are the details. First, it discuss the size and the function of organization based on the evolution of organizational theory, and take a general view of the characteristics of reorganizing. Second, it analyze the changing trends of the size, examine the interrelationship between the size criteria and the function in the police organization. Third, it clarify the policy implication on the details of the analysis. Each government tried to promote reorganization in the other direction because they were maintaining the differentiated policy direction. In other words, the Kim Dae-jung administration and the Lee Myung-bak administration emphasized minimising the role of government, On the other hand, The Roh Moo-hyun administration and the Park Geun-hye administration placed emphasis on expanded the role of government. Taken together, First, the changing trends of the size in the police organization(the Korean National Police), police numbers and police budget accord closely with the intent announced by them when each government started. But among the changing trends of the size showed different results depending on the differentiated policy direction of each government. It was judged that such efforts of government was an unavoidable strategic choice for expansion of the police capabilities. It was also presumed that the government sublated the pursuit of nominal policy direction, selected more useful organizations to operate in practice. And according to the interrelationship between the scale and the function, the function of police affairs gained attention in the scale of legislation and the scale of budget, the function of line organizations changed so much in the scale of organization, the major functions accentuated by each government was different in the scale of manpower. However, I'd like to say that there is a limit about the micro analysis because this study was done at the macro level.

조직이 진화한다는 전제에서 조직설계는 기관의 구조와 기능을 의도적으로 변화시키는 것이고 구조적 또는 기능적으로 편성할 수 있다. 이 연구에서는 우선 규모에 따라 부서를 선정하고 기능중심으로 재배열하는 조직설계의 특성을 기본 프레임으로 선정했다. 그 다음에 선행연구에 근거하여 ‘규모’는 4가지 기준으로 설정했고 ‘기능’은 8가지로 분류했다. 이 연구의 목적은 경찰조직의 규모변화 추세 및 규모와 기능의 관계를 규명하는데 있으며, 구체적인 내용은 다음과 같다. 첫째, 조직진화론에 입각하여 조직의 규모와 기능에 대해 논의하고 정부와 경찰조직의 개편특징을 개관한다. 둘째, 경찰조직 규모의 변화추이를 분석하고 규모 기준별로 기능과의 상관성을 검토한다. 셋째, 분석내용에 대한 정책적 함의를 도출한다. 정책기조가 다른 각 정부는 조직개편 방향설정이 다르다. 즉, 김대중 정부와 이명박 정부는 정부의 역할축소를 강조했고 노무현 정부와 박근혜 정부는 정부의 역할확대에 중점을 두었다. 분석을 종합해 보면, 우선 경찰청 조직, 경찰인력, 예산 측면은 정부가 출범할 때 선정한 취지와 부합했다. 하지만 각 정부의 정책기조와 다른 결과도 나타났으며 경찰역량 확대를 위해 불가피한 전략적 선택이었다고 판단된다. 또한 정부가 명목적 정책기조 추구를 지양하고 실질적 운용에 유용한 편제를 선택한 결과라고 추정한다. 그리고 규모와 기능의 상관성을 보면, 법령규모와 예산규모 측면에서는 경무기능에 주목했고, 조직규모 측면에서는 계선기관의 기능변화가 많았으며, 인력규모 측면에서는 각 정부마다 강조하는 주 기능이 다르게 나타났다. 다만, 이 연구는 거시적으로 접근했기 때문에 미시적 분석에 대한 한계점이 있음을 밝혀둔다.
