The study aims to analyze the factors influencing the trust in police of residents in ethnic areas based on three theories of instrumental, expressive and normative models, and to suggest policy Implications. Data for this study were collected from 220 residents residing in Yeongdeungpo-gu, Seoul; Yongsan-gu, Seoul; An-san city, Gyeonggi-do; A-san city, Chungcheongnam-do. In this study, the dependent variable is trust in police, and the independent variables are fear of crime victimization, police effectiveness, social cohesion, informal social control, community disorder, procedural justice, and the control variables are gender, age, years of residence, and house ownership, residing region. The results of the multiple regression analysis showed that police effectiveness(β=.429, p<.001), procedural fairness(β=.416, p<.001) and informal social control(β=.108, p<.05) had a significant positive effect on trust in police. Therefore, police administration need to enhance the level of perceived police effectiveness and increase the level of perceived procedural justice in order to improve the level of residents’ trust in police in ethnic areas. In addition, the results suggest that police should try to strengthen informal social control.

이 연구의 목적은 도구적 모델, 표현적 모델, 규범적 모델을 토대로, 외국인 밀집지역 내 거주 주민의 경찰에 대한 신뢰에 영향을 미치는 요인들을 분석하고, 경찰에 대한 거주 주민의 신뢰 수준을 향상시키기 위한 정책적 방향을 제시하는 것이다. 이 연구를 수행하기 위한 데이터는 2017년 9월 동안 외국인 밀집지역 중에서 서울시 영등포구(대림동), 서울시 용산구(이태원동), 경기도 안산시(원곡동), 충청남도 아산시(신창면)에 거주하는 주민 220명으로부터 수집되었다. 이 연구에서 종속변수는 경찰에 대한 거주 주민의 신뢰이고, 독립변수는 범죄 두려움, 경찰 효과성, 사회적 유대, 비공식적 사회적 통제, 지역 무질서, 절차적 공정성이고, 통제변수는 성별, 연령, 거주기간, 주택소유 여부, 거주 지역이다. 다중회귀 분석의 결과는 경찰 효과성(β=.429, p<.001), 절차적 공정성(β=.416, p<.001), 비공식적 사회적 통제(β=.108, p<.05)가 경찰 신뢰에 대하여 유의한 정(+)의 영향을 미치고, 아산 지역의 주민들이 영등포 지역의 주민들보다 경찰을 더욱 신뢰할 것 같다는 것을 보여주었다. 따라서, 경찰 관리자는 외국인 밀집지역 내 주민들의 경찰에 대한 신뢰 수준을 향상시키기 위해서는 경찰 효과성 및 절차적 공정성 수준을 향상시키고, 비공식적 사회적 통제 수준을 높이고자 노력할 필요가 있다. 이 연구는 우리 나라에서 경찰 효과성 요인이 절차적 공정성 요인보다 경찰 신뢰에 더 큰 영향을 미친다는 것을 확인하였다.
