In Jeonbook, the shut-downs of Hyundai Heavy Industries Gunsan Shipyard and GM Korea Gunsan plant forced us to focus on job creations. Therefore, in order to boost the job creating SMEs, I enunciate the improvement measures in SMEs policy fund. In doing so, I analyzed multi-regression method by using survey data. According to statistical results, first, all performance indicators in SMEs over 50 employees, show strong positive relationship with policy fund interest rate satisfaction. Second, performance indicators in SMEs under 21 persons, improve when the internal financial situation is favorable or when the external borrowing situation is bad. In other words, SMEs under 21 persons, has a complimentary effect of policy fund against market failure but SMEs over 50 persons, have strong financial cost saving effects, rooted in low interest rate comparing to the market rate. Based on the foregoing, to maximize the performance indicator of policy fund, the government should increase accessibility of policy fund to SMEs under 21 persons. However, they could maintain the level of policy fund’s interest rate for the SMEs over 50 persons for the time being however should normalize interest rate and extend maturity simultaneously.

전북은 최근 현대중공업 군산조선소와 한국GM 군산공장 폐쇄로 인해 새로운 일자리창출이 무엇보다 시급하다. 따라서 일자리, 매출, 생산 및 순이익 등의 관점에서 중소기업 활성화를 위한 정책자금의 개선방안을 모색해 보았다. 이를 위해 지역중소기업들의 설문조사를 바탕으로 다중회귀분석을 수행하였다. 분석결과, 첫째 모든 정책자금성과는 50인 초과 중소기업에서 정책자금에 대한 긍정적 평가는 금리만족여부에 기인했다. 둘째, 20인 이하 중소기업은 내부자금사정이 좋을수록, 외부 자금조달환경이 불리할수록 정책자금에 의한 성과가 개선됨을 입증했다. 즉 20인 이하 중소기업에서는 정보의 비대칭에 따른 시장실패에 대한 정책자금의 보완효과가 확인되었지만 50인 초과 중소기업들은 시장실패 보완보다는 금융비용절감효과가 존재했다. 이러한 연구결과를 바탕으로 중소기업 정책자금은 20인 이하의 경우, 자금의 접근성을 개선시킴으로써 경제성과를 제고할 수 있고 50인 초과 중소기업들은 정책자금의 저금리라는 금융비용절감을 통해 정책자금의 성과를 단기적으로 지속할 수 있고 장기적으로 금리정상화 및 만기장기화 등이 요구된다.
