The purpose of this study is to analyze relationship between public values and government trust focusing on the moderating effect of information asymmetry through multiyear data (2013-2017). As a result of the analysis, fairness and integrity had a positive effect on government trust regardless of the type of trust or year. And the symmetry of information also affected the relationship between public values and government trust. The impact of information symmetry on the relationship between public values(democracy, fairness, integrity) and government trust has been changed with government type and year. I propose policy implications as follows. First, it is necessary for the government to provide administrative services to all citizens in a fair and correct way. Second, it is necessary to provide administrative services without corruption by handling public affairs with responsibility and transparency. Third, there is the need for policies that respond quickly to the needs of citizens. Fourth, it is necessary to provide information for citizens in order to recognize the government policy.

본 연구의 목적은 공공가치를 중심으로 정부 신뢰를 결정하는 요인들을 살펴보고 이들의 관계에 정보의 비대칭성이 어떠한 영향을 미치는지 다년간 자료(2013년-2017년)를 통해 분석 및 비교하는 것이다. 분석결과, 공정성과 청렴성은 신뢰유형이나 연도와 상관없이 정부신뢰에 정(+)의 영향을 미쳤다. 그리고 정보의 대칭성은 공공가치와 정부 신뢰의 관계를 조절하는 효과를 보였다. 또한, 민주성(대응성), 공정성, 청렴성과 정부신뢰의 관계에 정보의 대칭성이 미치는 영향은 정부유형과 연도에 따라 달라졌다. 이러한 결과를 토대로 정책적 제언을 하면 첫째, 정부가 모든 국민들에게 공평하고 올바른 방법으로 행정서비스를 제공하는 것이 필요하다. 둘째, 공직자들이 책임감을 가지고 투명하게 업무를 처리하여 부패행위 없는 행정서비스를 제공하는 것이 필요하다. 셋째, 정부가 국민들의 생각과 의견에 관심을 가지는 등 시민들의 요구에 빠르게 대응하는 정책이 필요하다. 넷째, 국민들이 정부활동에 대해 잘 인식할 수 있도록 적절한 시기에 정부활동 내용을 주기적으로 홍보하는 것이 필요하다. 다섯째, 정부의 정책에 대해 잘 인식할 수 있도록 정보제공 역할을 강화하는 것이 필요하다.
