This research is trying to analyze the causes of Hanjin Shipping’s bankruptcy. This study has shown that the excessive chartering ship was due to the industrial structure formed by the IMF's regulation, the corporates’ debt should be below 200%' to the all industries. Secondly, the bigger ship trend has been influenced by the cooperative relationship Korea`s export-import bank, Daewoo Shipbuilding & Marine Engineering Co. and Maersk Line. The bigger ship trend made HJS more difficult, it also made the shipping industry severely competitive situation. Thirdly, the collapse of the shipping conference in Europe in 2008 triggered the change in the competition structure of the liner, contributed to the chicken game. Lastly, Choi Eun-young's management lack of expertise can be attributed to the lack of domestic business connections with Cho Soo-ho, who has lived in the U.S. since childhood. Based on the results of the analysis, this study suggested the direction of the shipping policy. As unification has become periodic task, North Korea's economic promotion can gain momentum, and the Northern Economic Cooperation Committee should address fostering the shipping industry.

전문가와 언론은 한진해운 파산의 원인으로 과도한 용선료, 해운산업 경쟁구도 변화로 인한 치킨게임, 최은영 전 회장 경영진의 도덕적 해이와 전문성 부족, 정부의 지원 부족 등을 꼽고있 다. 본 연구는 언급한 한진해운 파산 원인에 대해 면밀히 분석하고자 하였다. 연구 결과, 과도한 용선 체결은 IMF가 ‘기업 부채비율 200% 이하 원칙’을 전(全) 산업에 동일하게 적용하면서 생 겨난 산업구조적인 측면에서 기인하는 것으로 나타났다. 두 번째, 선박대형화는 우리 수출입은 행과 대우조선해양 그리고 덴마크의 머스크로 이어지는 협력 관계와 선순환이 공급과잉과 대형 선박 발주를 부추긴 측면이 있는 것으로 나타났다. 선박대형화는 결과적으로는 한진해운을 한층 더 어렵게 했으며, 선박의 공급과잉을 야기하여 정기선 해운산업 생태계를 파괴시켰다. 세 번째, 정기선 경쟁구도 변화로 인한 치킨게임은 2008년 유럽에서 벌어진 해운동맹 와해가 작금의 치 킨게임의 불씨를 심었다고 볼 수 있다. 마지막, 최은영 전(前) 회장 경영진의 전문성 부족은 어 린 시절부터 미국에서 생활한 조수호 전(前) 회장의 국내 재계 인맥 부족에서 기인했다고 볼 수 있다. 본 연구는 분석 결과를 바탕으로 해운정책의 진로와 방향에 대하여 제언하였다. 그 내용 으로는 정권을 불문하고 통일이 시대적 과제가 된 이상, 북방경제추진이 한층 더 탄력을 얻을 수 있는 바, 북방경제협력위원회 등에서 해운산업 육성을 주요 의제로 다뤄야 한다는 것이다.
