Busan Metropolitan City has been taking various tasks to develop the film industry as a regional strategy industry and to develop it as a "movie city" for the past 20 years. Outward-looking quantitative growth and successful establishment of film infrastructure are clear achievements, but there are still areas to be improved, such as a virtuous cycle structure in the development of the film industry and the establishment of industry-academy-government governance. The objective of this study is to analyze the industrial linkage effect of the film industry in Busan and to suggest activation plans based on its effect. Specifically, it is composed of activating plans in terms of industrial linkage effect, policy field, industry (production/investment/shooting/distribution) field, film festival field and citizen participation-type local governance. The conclusions can be summarized as the suggestion of establishment and successful operation of 'communication and governance of citizen'.

부산광역시는 지난 20여 년 동안 영화영상분야를 지역전략과제로 선정하고, “영화의 도시”로 발전시키기 위해 다양한 방안을 강구해왔다. 외향적 양적인 성장과 영화인프라에 대한 성공적 구축은 분명한 성과이지만, 영화산업 발전으로의 선순환 구조, 산-관-학 지역거버넌스 구축 등 여전히 개선되어야할 부분이 존재하고 있다. 본 연구의 목적은 이를 위해 부산지역 영화산업의 경제적 파급효과를 분석하고 이를 기반으로 하여 활성화 방안을 제시하는 것이다. 구체적으로 경제적 파급효과 측면에서의 활성화 방안, 정책 분야 활성화 방안, 산업(제작/투자/촬영/배급) 분야 활성화 방안, 영화제 분야 활성화 방안, 시민참여형 지역거버넌스 활성화 방안으로 구성되 어 있다. 부산 영화산업의 경제적 파급효과 측면에서의 활성화방안은 다음과 같다: 부산 영화산업의 투입구조상 원자재투입을 줄여서 중간투입률을 낮추고 부가가치율을 높여서 이득이 좀 더 나는 사업구조로 변환이 필요하다. 또한 영화산업 종사자들에 대한 피용자보수율을 점진적으로 전국 영화산업 평균 수준으로 높이는 조치가 필요하다. 본 연구의 결론은 결국 지자체를 중심으로 ‘부산시-영화산업-교육기관-시민의 소통과 거버넌스’의 구축과 성공적 운영이라는 제언으로 요약할 수 있다.
