The purpose of this study was to know the effect of social capital on organizational learning and organizational effectiveness of local educational administrative agencies. We tested 623 public workers of Gyeongsangbuk-do Education Office in order to know the structural relationship between the above mentioned study. We discovered that social capital affects both the organizational learning and organizational effectiveness. And that organizational learning affects organizational effectiveness. And has efficient effect on the relationship between social capital and organizational effectiveness. So that we can provide effective services to the consumers of education, our local education administrative agencies should strengthen the capacity of our workers. It is important to have a strong management that can actively use social capital and activate organizational learning. This study can contribute to the improvement of local government and educational administration services in the future and give researchers effort to continually find the strategic functions of social capital as an important resource for the organization.

본 연구는 지방 교육행정기관의 사회적자본이 조직학습과 조직유효성에 미치는 영향을 알아보는데 그 목적을 두었다. 선행연구를 토대로 사회적 자본, 조직학습, 조직유효성의 구조적 관계를 분석하기 위하여 경상북도교육청 소속 공무원 623명을 대상으로 실증 분석하였다. 분석결과 사회적 자본은 조직학습과 조직유효성에 영향을 미치고 조직학습은 조직유효성에 영향을 미치며 사회적 자본과 조직유효성의 관계에서 부분 매개효과를 가지는 것으로 나타났다. 지방 교육행정기관에서는 교육수요자들에게 효율적인 행정서비스를 제공하기 위하여 조직 구성원의 역량을 강화하여야 하며 이를 위해 사회적 자본을 적극 배양 관리하고 조직학습을 활성화할 수 있는 견고한 관리 기반 구축이 마련되어야 할 것이다. 사회적 자본, 조직학습, 조직유효성의 구조적 관계 연구는 향후 지방자치와 교육행정 서비스 향상에 기여할 수 있으며 교육행정기관에 필요한 가치 있는 자원으로서 사회적 자본의 전략적 기능을 규명하기 위한 연구자들의 지속적인 노력이 필요하다.
