This study examines how emotional labor affects job satisfaction and organizational commitment among the civil servants in charge of directly handling civil complaints. This study carries significance as it develops the first-ever empirical research on how psychological and mental health programs being increasingly introduced would affect the relationship between emotional labor, and job satisfaction and organizational commitment. The study was conducted through both reference research and empirical analysis. Findings indicate that emotional labor was found to affect job satisfaction and organizational commitment. Those who have participated in mental health programs showed that job satisfaction from work conditions was affected partly by the variable of emotional expressions’ frequency and diversity. Job satisfaction from competency was found to be affected by part of the variables such as frequency of emotional expressions and emotional disharmony, whereas job satisfaction from psychological reaction was affected by only part of the emotional disharmony variable. However, all sub-variables of emotional labor were found not to affect the organizational commitment.

본 연구는 지방자치단체 민원담당공무원들이 수행하는 감정노동이 직무만족과 조직몰입에 어떻게 영향을 미치는지, 또 점차 증가하고 있는 정신건강 증진프로그램이 감정노동과 직무만족·조직몰입의 영향관계에 어떠한 효과를 가지는지 실증적 연구를 전개하였다. 분석결과 민원담당공무원의 감정노동은 직무만족과 조직몰입에 영향을 미치는 것으로 나타났다. 정신건강 증진프로그램에 참여한 경우 업무조건을 통한 직무만족에는 감정표현의 빈도 중 일부변수와 다양성만이 영향을 미치고, 업무역량을 통한 직무만족에는 감정표현의 빈도와 감정적 부조화 중 일부변수만 영향을 미치며, 심리반응을 통한 직무만족에는 감정적 부조화 중 일부변수만이 영향을 미치는 것으로 분석되어 대체적으로 정신건강 프로그램 참여는 직무만족에 영향을 미치지만 조직몰입에 대하여는 영향을 미치지 않는 것으로 확인되었다.
