The purpose of this study is to suggest the direction of the reorganization of fire-fighting organizations in Korea in order to effectively respond to changes in the environment and demand for fire safety through a theoretical investigation and actual state analysis of firefighting organizations. First, since fire-fighting organizations should promote a fire safety policy and perform disaster response functions, we propose to reorganize the National Fire Agency into 2 Bureaus, 2 Offices, and 5 Departments. Second, the Local Fire Agencies should be newly established and reorganized into 1 Bureau, 1 Office, 5 Sections, and 1 Unit. Third, the fire stations should be reorganized into 5 sections in order to effectively execute the fire safety policies for cities, counties, and districts.

본 연구의 목적은 조직과 소방조직을 이론적으로 탐색하고 소방조직의 실태분석을 통해 소방안전에 대한 환경변화와 소방안전 수요의 변화에 효과적으로 대응하기 위한 소방조직 개편 방안을 제시하 는 데 있다. 소방조직 개편방안으로 첫째, 소방조직은 소방안전정책을 추진하고, 재난대응 기능을 수행해야 한다. 이러한 기능을 수행하기 위하여 소방청 조직을 2실 2관 5국으로 개편할 것을 제안하 였다. 둘째, 지방소방조직은 재난으로부터 시민의 생명과 재산을 보호하기 위해 재난대응 시스템을 구축하고, 24시간 언제 어디든 신속히 출동하여 국민의 생명과 안전을 보호해야 한다. 이러한 기능을 수행하기 위하여 지방소방청이 신설되어야 하고, 지방소방조직을 1실 1관 5과 1단으로 개편할 것을 제안하였다. 셋째, 일선소방서는 시⋅군⋅구 단위로 설치되며, 시⋅군⋅구의 소방안전정책을 집행 한다. 따라서 시
