Ethical management has been considered a party element in some respects to public institutions, where the pursuit of public interest is the reason for their existence. However, it is true that the government and society's demands for ethical management have become stricter as the organization's main management goal has recently been emphasized for the balanced pursuit of profitability and public interest. Against this backdrop, public institutions have put much effort into managerial aspects to ensure a high level of institutional integrity, and are mainly evaluated by the Anti-Corruption and Civil Rights Commission. Public institutions are rigorously assessed as being operated with national taxes, all public agencies strive to receive excellent evaluations, and a systematic integrity management system is needed to obtain a good integrity assessment. Self-correctness diagnosis for integrity management is an essential element, but due to the National Anti-Corruption and Civil Rights Commission's strict guidelines on self-diagnosis, many institutions have difficulty diagnosing integrity. In this study, we intend to develop a more systematic, self-diagnostic model based on the guidelines of the Anti-Corruption and Civil Rights Commission, and conducted a demonstration study on the Metropolitan Development Corporation prior to the development of the model. First of all, we identified the status of checklists for self-diagnosis of integrity and the level of influencing factors as a prior indicator of integrity by modifying the basis of the integrity determination model to suit public institutions. While complying with the guidelines for self-diagnosis of the Anti-Corruption and Civil Rights Commission, we sought to develop a model for self-diagnosis of practical integrity for the management of integrity of public institutions. The new model for self-diagnosis is divided into external integrity and internal integrity. In case of external integrity, it is more rigorous than the internal integrity of the measuring guidelines of the Commission, and it should be conducted to assess external stakeholders. In the case of an internal integrity survey, the survey was conducted to assess the risk of corruption of high-ranking public officials and to analyze the causes of integrity based on the results of an interview.

공익성 추구가 조직의 존재 이유인 공공기관에게 있어서 윤리경영은 어떤 측면에서는 당위적 요소로서 간주되어 왔다. 그러나 최근 공공기관의 수익성 및 공익성에 대한 균형적 추구를 강조되면서 수익성 추구 또한 공공기관의 중요한 경영목표가 되면서 윤리경영에 대한 정부 및 사회의 요구가 보다 엄격해진 것이 사실이다. 이에 공공기관들은 높은 수준의 기관 청렴도를 위해 경영적인 측면에서도 많은 노력을 기울여 왔으며, 주로 국민권익위원회의 평가를 받고 있다. 공공기관은 국가의 세금으로 운영되고 있음에 따라 엄격한 평가를 받고 있으며, 모든 공공기관들은 우수한 평가를 받기 위해 노력하고 있으며, 우수한 청렴도 평가를 받기 위해 체계적인 청렴도 관리시스템이 필요하다. 청렴도 관리를 위해 자체적인 청렴도 진단은 필수적인 요소이나 청렴도 자가진단에 대한 국민권익위원회의 엄격한 가이드라인으로 인해 많은 기관들이 청렴도 진단에 어려움을 겪고 있다. 이에 본 연구에서는 국민권익위원회의 가이드라인에 근거하여 보다 체계적인 청렴도 자가진단모형을 개발하고자 하며, 전체 공공기관 대상 자가진단모형 개발에 앞서 도시개발공사를 대상으로 실증연구를 진행하였다. 먼저 청렴도 자가진단을 위한 체크리스트 현황을 파악함과 동시에 청렴도 결정모형에 대한 기존 문헌을 고찰하고, 공공기관에 적합하게 청렴도 결정모형을 수정하여 청렴도의 선행지표로서 영향요인의 수준을 파악함으로써 청렴도 자가진단모형의 근거를 마련하고자 하였다. 국민권익위원회의 청렴도 자체진단 가이드라인을 준수함과 동시에 공공기관의 청렴도 관리를 위한 실질적인 청렴도 자가진단모형을 개발하고자 하였다. 새로운 청렴도 자가진단모형은 외부청렴도와 내부청렴도로 구분되며, 외부청렴도의 경우 권익위의 측정 가이드라인에 있어서 내부청렴도에 비해 더욱 엄격하고, 공공기관의 외부이해관계자를 대상으로 진행하여야 함에 따른 진단의 어려움에 기인하여 설문 등의 조사방식보다는 상시적인 모니터링 시스템을 활용하도록 제안하였다. 내부청렴도 조사의 경우, 고위공직자를 대상으로 한 고위공직자 부패위험성을 진단하고, 청렴도 영향요인 진단모형에 근거하여 기관 내부구성원들을 대상으로 선택형 항목 및 개방형 항목을 통한 설문을 진행하고, 진단결과에 근거하여 인터뷰 기반의 정성적 조사를 통해 결과에 대한 원인분석 및 개선방안에 대한 가이드라인을 수립하도록 권고하였다.
