There are many types of social conflicts among citizens in South Korea, and they are growing stronger and bigger. Since this conflict destroys social cohesion in this society, citizenship education is needed to cope with the difficulty. This thesis analyzed related studies and found out that the main cause of the conflicts was lack of tolerance, especially lack of cognition of human fallibility, which Voltaire emphasized. In this context, this thesis suggested two methods of citizenship education in moral education for achieving social cohesion based on Voltaire’s tolerance. First, in the aspect of educational contents, the concept of tolerance needs to be re-approached according to Voltaire’s understanding. Second, in the aspect of educational methods, the contents of tolerance should be presented with moral communications and debates among students.

한국 사회에서는 현재 다양한 영역에 걸쳐서 혐오를 동반한 깊은 사회적 갈등이 드러나고 있다. 이러한 갈등은 곧 사회통합을 저해하며 한국 사회의 영속적인 발전에 큰 장애로 작용될 수 있기 때문에, 시민성 교육 차원에서 그 대책을 마련할 필요가 있다. 본 논문에서는 다양한 자료를 분석한 결과 한국 사회에서 발생되는 갈등의 원인을 관용의 부족이라고 판단하고, 그 해결책을 인간의 오류 가능성을 중심으로 하는 볼테르의 관용 해석에서 발견하였다. 그리고 이를 바탕으로 다음과 같이 도덕과 시민성 교육이 사회통합을 위하여 나아가야 할 방향을 제시하였다. 첫째, 내용 측면에서는 ‘나’를 이해하고 반성하는 측면에서 관용의 의미를 재설정 하는 것이 필요하다. 둘째, 방법 측면에서는 관용의 의미를 학습자의 맥락을 반영한 도덕적 대화 및 토론을 통해 제시하는 것이 필요하다.
