This study analyzed the relationship between the National Assembly and the government of South Korea. In detail, we utilized the Latent Dirichlet Allocation (LDA) model to analyze the meeting minutes of 6 Prime Ministers’ confirmation hearings during the 17th and 18th National Assembly. Our result suggests that the relationship is shaped by the inter-party conflicts rather than the check-and-balance system between the legislative and executive bodies. While the previous studies through content analysis have pointed to the similar findings, we aimed to enhance their credibility by using automated text analysis that is comparatively free from subjective intervention by researchers. We suggest that automated text analysis is an attractive option to be adopted in the future research that studies the relationship between the legislative and executive bodies or analyzes the meeting minutes of the National Assembly for other academic purposes.

본 연구는 자동화된 텍스트 분석 기법을 통해 대한민국의 정부-국회 관계를 분석하였다. 이를 위해 잠재 디리쉴레 할당(Latent Dirichlet Allocation, LDA) 모형을 활용하여 17-18대 국회의 국무총리 총 6인의 인사청문회 회의록을 분석하였다. 분석 결과 정부-국회 관계는 입법부와 행정부 간 상호 견제를 수행하는 관계가 아닌 여당-야당 간의 정당 간 대립 구도를 형성하고 있음이 나타났다. 본 연구는 선행연구를 바탕으로 국회 인사청문회 발언이 후보자 자격 비판, 현 정부 기능 비판, 현 정부 정책 비판, 의사진행 발언으로 나뉘어지는지 분석하였다. 각 정당별로 특징적으로 나타나는 잠재적 토픽을 포착한 분석결과는 국회 인사청문회가 국회-행정부 견제 양식으로 나타나기보다는 후보자 및 현 정부를 대상으로 야당의 공격과 여당의 반격이라는 여야 대립 양식으로 나타난다는 기존 연구들의 주장을 재검증하였다. 이러한 경향은 여당과 제1야당에서 가장 뚜렷하게 나타났다. 또한, 군소정당은 인사청문회를 정당이 드러내고자 하는 정책이슈를 드러내는 기회로 삼기도 했다. 본 연구는 국회 인사청문회에 대한 이해를 확장시키는 한편, 자동화된 텍스트 분석방식을 활용한 국회 회의록 연구방법에 기여할 것으로 기대된다.
